The school merger and withdrawal is an educational reform that officially started in2001 to re-distribute the rural primary and secondary schools in the country.Specifically,it is to abolish the remote village schools and make students concentrate in urban schools.This reform measure has effectively integrated rural education resources,avoided repeated construction of education infrastructure,and invested more limited resources in the improvement of education level,which is still being promoted.However,with the deepening of urban and rural education reform,Changfeng County,which only achieved the goal of poverty alleviation in 2012,faces challenges in the current process of school merger and removal-the site utilization rate of some of the merged school buildings is not high,the daily transportation fees of students in remote areas and the lunch fees for staying in school have increased the economic burden of rural families,and there are potential safety hazards for rural students on their way to and from school Realistic problems such as the sense of loss caused by the reduction of administrative duties after the teachers were incorporated into the new school have not been completely solved.This is different from the educational concept of "developing quality education and promoting education equity" advocated by the current rural revitalization strategy.Referring to the important documents issued by Changfeng County in the past ten years on the layout adjustment plan of primary and secondary schools,and combining with field visits,we have a more comprehensive understanding of the implementation of the local school merger and withdrawal policy.Through the observation of the implementation effect of the current withdrawal and merger of rural primary schools in Changfeng County,as well as the analysis of the interview and questionnaire results,this thesis points out the development difficulties of rural primary schools in Changfeng County at present.The main problems include: the low efficiency of the use of school buildings,the lack of travel safety protection for students,the aggravation of the economic burden of rural families,the widespread phenomenon of teaching multiple courses in one teacher,and the psychological problems of teachers and students are not paid attention to.Based on the 2021 edition of the Evaluation Index of Compulsory Education Quality as the evaluation model,combined with the construction of the local schools in Changfeng County in the process of merging and merging,and drawing on the case of the construction mode of rural complete primary schools in Shangyu City,Zhejiang Province,this thesis puts forward corresponding countermeasures,mainly including: clarifying the functions and responsibilities of all parties,formulating asset disposal plans,promoting convenient school bus services,paying attention to the psychological guidance of teachers and students,and family and school work together to care Formulate the development plan of the campus,smooth the exchange of teaching resources and other measures to solve the outstanding problems that need to be optimized in the process of school merger and withdrawal of rural primary schools in Changfeng County.In fact,the withdrawal and merger of rural primary schools is not only related to rural education,but also a comprehensive livelihood issue.The steady progress of the dismantling and merging of rural primary schools in Changfeng County can have a great impact on the implementation of national education policies,the improvement of people’s education quality and the promotion of social education equity within the local county;To solve the practical problems caused by the merger and withdrawal of schools is an effective measure to effectively integrate public education resources in rural areas,solve the problems of livelihood education,and promote the revitalization of rural education.This thesis takes the situation of school merger and withdrawal in Changfeng County as the starting point,analyzes and studies the main difficulties existing in its rural primary schools from the perspective of education equity,and puts forward practical and reasonable suggestions,which can provide relevant reference and reference for the promotion and implementation of school merger and withdrawal in Changfeng County and other areas with similar conditions,so as to better promote the education equity in the new era. |
