As a subsystem or element of the education system,after-school service meets the needs of society,policy and education.Firstly,the traditional family structure changes,and the dual-income family brings the problem of "3:30" and the chaos of off-campus training institutions,which disrupts the education ecology;Secondly,the continuous implementation of the "double reduction" policy,as a necessary supplement to school education,after-school services have become an effective measure to ensure that the burden of education is reduced without reducing quality;The third is to cultivate socialist builders and successors with all-round development of morality,intelligence,physique,aesthetics,and labor,and the after-school service needs to be further promoted.The education system has put forward multiple needs for after-school services,reflecting the complex nature of after-school service functions in the compulsory education stage,and after-school service is no longer simply educational issues,but also social issues.Therefore,as the main position of providing after-school service,schools must attach great importance to the development of after-school service.After-school service can be understood as a kind of after-school extended education service for students to cultivate their interests,inspire their intellect and emotion,and improve their comprehensive ability after school education is over.At present,neither policy regulations nor theoretical research and practical discussions have generally paid attention to the core issue in the development of after-school services-the division of responsibilities of various subjects in after-school services,and the primary task of after-school service development is to clarify the responsibilities of schools.Based on theoretical analysis and practical investigation,this paper explores the implementation of fulfilling responsibilities in after-school services in the compulsory education stage from three aspects: should-be,actually-be and can-be responsibilities.The paper first clarifies the basic issues of school responsibility,including the theoretical basis,origin,determination basis and basic scope of school responsibility.On this basis,we compile corresponding questionnaires and interview outlines.And through the investigation of the implementation and participants subjects of after-school services-school administrators,teachers and students’ parents,We study the rationality of the division of school responsibility and the effectiveness of school responsibility in the current after-school service from three perspectives: responsibility awareness,responsibility implementation and responsibility feedback.Then to analyze the dilemmas faced in the operation of after-school service in compulsory education and to propose preliminary suggestions to promote the realization of school responsibility in the light of relevant theories.The survey results show that: after-school service has solved the problem of unaccompanied students after school to a certain extent,but because the after-school service is in the operation stage of "crossing the river by feeling the stones",schools fail to assume the responsibility of after-school service in the implementation process,mainly in the following aspects: the awareness of after-school service is not sufficient,and the cognition of after-school service in schools is to be deepened;the mode of after-school service and teachers are single,and the responsibility of implementation is to be clarified;the communication between home and school is lacking,and the feedback of school responsibility is to be strengthened.After-school service mode and teachers are relatively single,and the responsibility of implementation should be clear;communication between home and school is lacking,and the feedback of school responsibility should be strengthened.On this basis,we should protect the rights and interests of the main body and stimulate its awareness of responsibility;improve the operation mechanism of after-school service and promote its implementation with the responsibility system;build a platform for home-school communication and improve the feedback channel of responsibility.
