The strategy of reinvigorating China through human resource development is a major strategic measures in China. Education is an effective way to improve the national quality and train successors. Compulsory education is the foundation of education, and the beginning of every citizen to accept education. Compulsory education can give each school-age boy the chance to change his own fortune, so that the healthy development of compulsory education is of great significance. The foundation of the healthy development of education is the national government’s support. the fundamental guarantee to the healthy development of the compulsory education is to clear all levels of government expenditure responsibility sharing mechanism.In 2006, the revision and implementation of the compulsory education law of the People’s Republic of China is a milestone in compulsory education development in China, and also make the development of compulsory education in China to a new chapter. The promulgation of compulsory education law also renewed enthusiasm for education. In the compulsory education law promulgated two years, established a mechanism for ensuring adequate funding for compulsory education in China. Ensure every school-age children and adolescents on study. According to the 2011 national evaluation of popularizing nine year compulsory education acceptance results, all the provinces and cities and districts in China had been up to standard, illustrates the popularization of compulsory education in China had made breakthrough progress. After years of efforts, we are not only universal access to free compulsory education, and also make a good base for school-age children on study.This paper studies the sharing mechanism of responsibility of government spending on compulsory education. Not only sorted out the basic concept of compulsory education also studied the overseas some developed countries experience on compulsory education. Combined with the actual condition of China to perfect Chinese government expenditure responsibility sharing mechanism put forward some countermeasures and suggestions. In this paper, the main content is as follows:Firstly, this paper introduce the compulsory education, relevant concepts of government powers and expenditure responsibilities and public goods theory and the fiscal decentralization theory. Secondly, this paper analyzed the current Chinese government compulsory education sharing situation, cited a number of relevant data, such as at all levels of government expenditure ratio, the national education funding per student of 31 provinces. All about this is to explain the current problems of the development of compulsory education of China. Finally, through the analysis of relevant policies of compulsory education in foreign countries and governments at all levels of the partition mechanism, draw lessons from foreign governments in the compulsory education of effective measures, such as perfecting the relevant laws and regulations of compulsory education, clear at all levels of government expenditure responsibilities. Combined with Chinese actual problem, by reference to the foreign useful experience, proposed to solve the reasonable countermeasures and suggestions on Chinese all levels of government expenditure responsibilities. For example, to perfect the laws and regulations of the relevant compulsory education, to increase transfer payments to social supervision and so on.This paper used the literature analysis method, combined with the results of previous studies as a theoretical tool for their own, but also with reference to the overseas some developed countries the compulsory education government sharing mechanism of the literature. This paper gives a suggestion to solve the present situation of our country through consulting foreign policy and policy of the development of compulsory education, and domestic famous scholars. It also applies the comparative analysis method. Through the comparison of 31 provinces and cities nationwide average educational fund investment amount, to reveal the Chinese government at all levels of education funds investment is not balanced situation. specific reflected our country government spending on education is uneven phenomenon. Through the analysis of the situation of the compulsory education and the higher education, the problems of investment between different education in China are analyzed.The innovation of this paper is to combine the government expenditure responsibility with the compulsory education. Through the analysis of the relationship between them, divise the government expenditure responsibilities reasonably to promote the healthy development of compulsory education.
