A Practical Study On Case Work Involved In The Return Of Vagrants And Beggars

When it comes to vagrants and beggars,people always have the impression that they are homeless,helpless and wandering in every corner of the city.They are typical vulnerable groups.In 2020,the Ministry of Civil Affairs issued a notice to improve the rescue quality of vagrants and beggars,and asked to carry out special rescue services.Vagrants and beggars,a vulnerable group,have attracted the attention of the public again.Due to the normalization of vagrants and beggars,the public has become accustomed to the emergence of vagrants and beggars,and has not reflected on the problems behind this social phenomenon.In recent years,many places have set up rescue management stations in line with national standards to arrange temporary assistance and long-term management and other rescue services for all types of vagrants and beggars.The development of rescue services not only ensures the basic safety of vagrants and beggars,but also is conducive to the stability of the whole society.However,with the changes of the new characteristics of the times,new challenges have been issued to these rescue management stations.The previous standardized,procedural and basic rescue has been difficult to meet the needs of vagrant groups.The rescue efficiency is low,the rescue effect is not obvious,repeated vagrancy and other situations occur frequently,and the working mode of the rescue management station has been questioned.A new form of social work participating in the relief work of vagrants and beggars came into being.Social work adheres to the value concept of helping others and self-help,and uses case,group,community and other working methods to provide all-round comprehensive services for Vagrants and beggars,such as crisis intervention services for critical situations,repairing interpersonal networks,assessing mental state,soothing psychological trauma,releasing excessive psychological pressure,empowering themselves and reintegrating into society.In order to break through the existing bottleneck of rescue work,the author participates in the rescue service of vagrants and beggars as a social worker.Through participating in the source treatment project of "sunshine rescue let love go home" and participating in the internship of rescue management station,the author investigates the rescue management station and the rescue objects who have implemented rescue services in the station.Using the methods of literature,participation observation,interview and case social work,this paper discusses whether and what role social workers can play in the relief work of vagrants and beggars.Through the process display of practical cases of social work case management,it reflects the professional advantages of social work intervention in relief work.In view of the problems found in the intervention process,the government should first promote the government to purchase relief social work services,establish and improve the laws and regulations on the relief of vagrants and beggars,and establish a multi sectoral linkage relief mechanism with the participation of social workers.Then,at the level of the rescue management station,we should change the rescue concept of the rescue management station,increase the power flexibility of the rescue management staff,cultivate and introduce professional talents such as social workers,and increase the infrastructure investment of the rescue management station.Finally,at the level of social work,promote the integration of social work methods into relief work,advocate social forces to participate in relief services,and innovate the relief mode of social workers’ participation.Provide improvement ideas for the rescue of vagrants and beggars,innovate rescue methods,improve management methods,and improve the quality of rescue services.It is hoped that this vagrant and begging group can be managed from the source to promote the civilization and harmony of the whole society.
