Exploration On The Operation Mode Of Consortium Of Social Assistance’

The system of social assistance is for guaranteeing the basic rights of vulnerable groups,by the state,which plays an essential role in raising the level of people’s livelihood and promoting the principles of social fairness and justice.Hangzhou,Zhejiang Province,by learning from the experience of constructing the agents of social inter-sectoral collaboration,is exploring and promoting the “Consortium of Social Assistance”(“CSA”).Based on the theoretical and practical background of social assistance in the new era,the research status in the field of social assistance set down at home and abroad,and through the coordination theory,good governance theory and welfare pluralism theory,the thesis analyzes the “point” connection model in X District,the “linear” connection model in L District and the “network”connection model in F District.By comparing the derivative mechanism,resource linkage level and assistance effect of the three modes,we conclude that the political,economic,social and historical background exert great influence on the formation of social assistance model in the same period.At the same time,through vertical comparison,this paper also reveals the differences between the operation mode of“CSA” and the traditional social assistance by the factors such as power source,supply efficiency,subject satisfaction and sustainability,finds the advantages of the current “CSA” in political and social coordination and resource linkage,and studies its social promotion value.Finally,based on the research of “CSA”,this paper supplements the theoretical meaning of topics such as “collaborative governance” and“good governance”.In view of the problems existing in “CSA”,such as weak linkage foundation,insufficient linkage carriers and linkage forces to be supplemented,put forward policy advocacy to standardize and improve the operation system of “CSA”from the perspective of the government,social and individuals.
