Modern universities integrate teaching and scientific research functions,not only to cultivate talents for the country,but also to strengthen the country in scientific research.These two functions should go hand in hand,but in the context of China’s political and economic transformation and the expansion of college enrollment,new changes have emerged.In the current social governance of teaching in colleges and universities,the unbalanced development of scientific research and teaching of college teachers has become an objective fact.In order to promote the growth of teaching investment,colleges and universities have introduced many incentives,but practical problems still exist.Talent cultivation is the most primitive essential function of a university.A large number of literatures have done quantitative or qualitative research on the imbalance between teaching and scientific research,but few have analyzed and considered them from the perspective of irrational factors such as teachers’ individual preferences.Starting from the historical experience of traditional Chinese teaching social governance,this paper analyzes the social and economic foundations of internal and external incentive mechanisms,and through the two heterogeneous preferences of individual teachers’ short-sighted cognitive biases and social discounts,studies the "university" The decision-making and changing process of teachers’ teaching input”.The study found that the widespread short-sighted cognitive bias in teachers and schools makes each behavior subject "talk more and do less",resulting in insufficient supply of high-quality teaching investment.The public good nature of teaching further leads to the free-rider problem.Although in the modern teaching society,internal and external incentive mechanisms can still promote teaching investment to a certain extent.However,the diversity of values caused by social transformation does make the group of teachers present a wide range of heterogeneity.Differences in individual preferences make the current incentive mechanism unable to achieve a universal effect,and negative incentives such as "wishers are overworked" appear.Further,through model and simulation research,this paper finds that the teacher group will respond differently or even negatively to incentives due to different social discounts: internal incentives have a diminishing marginal benefit effect,and reputation incentives are only effective for some social discount coefficients.The teacher group in the "interval" has a limited effect,and material incentives will have an inhibitory effect on the teaching investment of emotional teachers.This research studies the current college teaching incentive mechanism from the perspectives of "short-sighted cognitive bias" and "social discount",and proposes a new theoretical explanation for the research on the phenomenon of "insufficient teaching investment by college teachers".That is to say,it is necessary to strengthen the atmosphere of "respecting teachers and respecting Morality",consolidate the construction of "teacher morality and style";implement Differentiation incentives,and provide differentiated incentives by identifying teachers’ preferences.Maximize the organic integration of internal and external incentive mechanisms and increase the teaching investment of college teachers.This research provides a new reference direction for the design of teaching incentive mechanism in the new era.
