With the deepening of aging population in China,Day-care Center has increasingly become the main way of community home-care.Rural Day-care Center is the main place for elderly people to care for the aged in the rural field.In the years of implementation,it has served many rural elderly groups,but with the change of times and technology,there are some problems in operation.It has been widely concerned by the government and scholars.This paper focuses on the Day-care Center for the Elderly in the rural field,adopts the Field Research Method to conduct Semi-Structured Interviews with the relevant subjects of the operation of the Day-care Center for the Elderly in the rural area L region.Based on the Welfare Pluralism and the Theory of New Public Management,qualitative analysis is made on the collected interview data from the four relevant subjects:the government,the market,the village committee and the rural elderly.Summarize the successful experience of the majority of Rural Elderly Day-care Centers with good operation,analyze the problems and the underlying causes of the few with poor operation.Based on the multi-subject participation mechanism of Welfare Pluralism,the paper explores the operation countermeasures with local characteristics.The optimal countermeasures of this study are as follows:broaden the diversified fund raising path;the government needs construction planning and village committee precision elderly care services;active market participation;social forces provide effective services.The results of this study have certain reference significance for the operation of day care centers for the rural elderly in China,and extend the application of Welfare Pluralism in Social Work Policy Research.
