Research On Policy Regulation Of Preventing Sexual Assault Of Minors In China Under The Theory Of Welfare Pluralism

In recent years,multiple cases of sexual assault against minors have been exposed in China.The strict crackdown on sexual assault on minors by procuratorial organs and courts is more of a form of punishment and compensation after the fact.To reduce the incidence of sexual assault on minors,it is necessary to pay attention to preventive measures in advance and nip them in the bud.It is urgent to strengthen sexual assault education for minors,and the improvement of policies to prevent sexual assault on minors has become an urgent problem to be solved.From the current research,it can be seen that the current situation of minors experiencing sexual assault has had a profound impact on the formulation of relevant policies in China.However,compared to punitive policy research,the current research on preventive policies for minors to avoid sexual assault in China is only the tip of the iceberg.In order to effectively prevent sexual assault on minors,it is necessary to establish a good line of guardianship for families and society,which coincides with the concept of welfare pluralism and the diversification of service providers.Therefore,from the perspective of welfare pluralism,this article sorts out the existing policies for preventing sexual assault on minors in China.By drawing on the experience of developed Western countries and regions,and based on the four paradigms of welfare pluralism theory(government departments,market departments,non-profit departments,informal departments),it explores the current implementation status of policies for preventing sexual assault on minors in China,Based on existing common issues,provide reference suggestions for the development of policies related to the prevention of sexual abuse by minors,including using welfare pluralism theory to promote the improvement of policy top-level design,promoting the improvement of specialized policy regulations for the prevention of sexual abuse by minors involving multiple subjects,clarifying the division of rights and responsibilities of multiple subjects in participating in policy implementation,and improving the construction of a collaborative prevention mechanism for multiple subjects Improve the evaluation and feedback reporting system for diverse subject participation.On this basis,some relevant institutional design and modification suggestions are proposed,hoping to provide special and sufficient protection for the sexual rights of minors in China from the perspective of institutional design,in order to reduce the occurrence of such cases.
