The report of the Party’s 20 th National Congress pointed out that the most arduous and onerous task of building a modern socialist country in an all-round way is still in the countryside.We must give priority to agricultural and rural development,integrate urban and rural development,and smooth the flow of factors of production between urban and rural areas.At the same time,to accelerate the construction of a strong agricultural country,we need to promote the revitalization of rural industries,talents,culture,ecology and organizations.The development of agriculture and rural areas is comprehensive,including not only economic development,but also the improvement of rural grass-roots political power.At present,there are few discussions on the practice of social work participating in the construction of rural grassroots political power in the academic circle.This paper studies the path of social work involvement in villager autonomy from the perspective of social work participating in the construction of rural grassroots political power.This paper relies on the Jingzhou urban and rural community governance and service innovation project implemented by Jingzhou Civil Affairs Bureau,collects data through case interviews,stays in villages for half a year to get in-depth understanding,and then discusses the path of social work involvement in villagers’ self-governance,aiming to form experiences that can be used for reference and promotion,so as to improve the level of rural management through social work and achieve the purpose of promoting rural development.The research of this paper is roughly divided into four parts.The first part is the introduction,which mainly introduces the research background and significance,research concepts and theories,literature review and research ideas and methods.In the second part,a preliminary investigation is conducted on the basic situation of T village,and on this basis,the existing problems of villagers’ autonomy in this village are summarized,such as the ability of the "two sessions" personnel to be improved,the limited scope of consultation,the inadequate play of autonomous organizations,the lack of understanding of village rules and regulations,the lack of timely supervision over the publicity of village affairs,and the weak awareness of traditional rural community.Secondly,social work theory is used to analyze the causes of the problems of villagers’ self-governance,which are mainly manifested in the lack of villagers’ consciousness of participation,the "two sessions" of mixed positions,and the weak ability of self-governance.In the third part,taking advantage perspective and empowerment theory as the theoretical basis,group work and community work are adopted to intervene in the self-governance of T village,and the results are evaluated.The fourth part mainly explores and studies the path of social work’s involvement in villager autonomy based on the process of intervention,and proposes relevant suggestions and summarizes the path for the problems arising from the path exploration. |
