Villager's autonomy is a new form for peasant's self-management, self-education,self-service, self-development with the development of rural economic system reform andthe national democratic process. It has gradually become mutual since twenties yearspast. But at the same time, we can't deny that there are a great deal of problems in thepractice of Villager's autonomy. Such as the contradiction of small towns' interveningand Villager's autonomy; the villages' weak administering stage under the background ofpeasants' moving; the peasants' poor autonomy ability and so on. Writer finds that thereare some identical sides between the New England's small towns autonomy which is thebasic of American democratic system and our national Villager's autonomy. Bycontracting and analyzing, author draws the conclusion: the essential reason for thoseproblems is that it is the result of our national political system reform from up to down.Now the key to solve the problem is to cultivate the new type citizen's society.
