| China’s new business economy is keeping rapid growth.Platform employment has become a new and important source of employment in society,playing an important role in spurring economic development,promoting employment,and increasing residents’ income.However,the Labor Protection System and Social Security System were established in the industry economy era,there is no way to fully adapt to the new employment form.Most new business workers are on the fringes of the Social Security System.At present,the research on the social security of new business workers mainly focuses on the identification of labor relations and the lack of employment injury insurance.There are relatively few studies on the lack of endowment insurance.On the basis of summarizing the existing research findings,combined with the Labor Market Segmentation theory and Behavioral Decision-making theory,this paper makes a research on the courier,takeaway rider and online car-hailing drivers in Beijing,and uses the questionnaire survey to obtain the first-hand data of above group’s participation situation of endowment insurance.At the same time,author makes a depth interview to investigate the practices and opinions of platform enterprises,social security official departments and typical workers of new business.The research results show that the lack of Employment Contracts and the professional characteristics of multi-platform employment lead to their leakage of endowment insurance.What’s more,their backward endowment concept and weak awareness of rights safeguarding further aggravate the leakage of endowment insurance.After analyzing the viewpoints of platform enterprises and social security official departments,this paper puts forward suggestions to improve the endowment insurance participation rate of new business workers from both the government and the industry according to the research conclusions.For the government,it should clarify the standards for identifying labor relations under the new business as soon as possible,set up a more reasonable endowment insurance payment mechanism for special workers,increase subsidies,and strengthen the publicity and guidance of modern pension concepts.For the industry,it should promote platform enterprises to employ more standard,form platform employment participation culture of endowment insurance,enhance labor rights protection publicity and improve the rights protection awareness of platform workers.Based on the perspective of platform employment and labor relations,this paper makes a research on the reasons why new business worker is not covered by endowment insurance,so as to find the better and right medicine.It provides new ideas for solving the problem of endowment insurance participation of new business workers,improves their sense of security and happiness in life,and helps to further expand the coverage of the existing social endowment insurance and achieve social equity. |
