| The report of the 20th National Congress of the Communist Party of China pointed out that "accelerating the green transformation of the development mode" is a strategic deployment made by the Central Committee of the Communist Party of China to comprehensively build a strong socialist modernization country,achieve the second century goal,and comprehensively promote the great rejuvenation of the Chinese nation with Chinese path to modernization,which is of great significance.We should resolutely implement the deployment and requirements of the 20 th CPC National Congress,promote green development,and promote the harmonious coexistence of man and nature.The green transformation of the development mode cannot be separated from the policy guarantee.In order to alleviate the problem of climate change and realize the sustainable and high-quality development of the economy,the Chinese government started the construction of low-carbon pilot cities and innovative pilot cities in 2010 and 2008 respectively,and continuously expanded the scope of the pilot cities.The evaluation of the policy effect of the pilot city construction and the analysis of the synergy between different pilot policies will help to further promote the pilot policy and improve the policy effect.Based on the panel data of 285 cities in China from 2004 to 2021,this paper first selected the SBM model and combined with the Malmquist-Luenberger index to measure the development level of urban green economy,and then used the multi-period double difference method to estimate the impact of the construction of dual pilot cities on the development of urban green economy,taking the low-carbon city pilot policy and the innovative city pilot policy as the research object,At last,we add the intermediary variables to build an intermediary model to analyze the impact mechanism of the dual pilot policy on the development of green economy.The results show that:(1)under the background of favorable policies,compared with non-dual pilot cities,dual pilot cities have a more significant role in promoting the development of green economy,but the policy effect has a certain lag;(2)The pilot of low-carbon cities and innovative cities have a synergistic effect on promoting the development of green economy;(3)The impact of the construction of the dual pilot cities on the development of green economy has regional heterogeneity,leading industry heterogeneity,and resource endowment heterogeneity;(4)Being an innovative city before becoming a low-carbon city has a more significant driving effect on the development of green economy than being a low-carbon city before becoming an innovative city;(5)The mechanism analysis shows that the pilot policy of low-carbon and innovative cities can promote the development of green economy by improving the level of green innovation and optimizing the industrial structure. |
