Research On The Supply Of Rural Public Sports Services In Meishan City Under The Background Of Rural Revitalization

The rural revitalization strategy put forward by General Secretary Xi Jinping in the report of the 19 th National Congress in 2017 is conducive to promoting the all-round development of rural undertakings in China and satisfying farmers’ yearning for a better life.The issuance of the "Opinions on Building a Higher Level Public Service System for National Fitness" and the "Guiding Opinions on Promoting the High Quality Development of Peasant Sports during the" 14 th Five Year Plan "reflects the high attention that the country attaches to rural public sports services and attaches to peasant sports.However,at present,the gap between rural and urban development in China is still large,and the imbalance in the supply of urban and rural public sports services still exists.However,the gap between rural and urban development in China is still large,and the imbalance between urban and rural public sports services still exists.Therefore,the study of rural public sports services and the improvement of the supply level of rural public sports services have important practical significance for strengthening the physique of farmers,enriching their amateur cultural life,implementing the national fitness strategy and rural revitalization strategy,and building a harmonious and beautiful countryside.This paper uses the methods of literature,interview,field survey,questionnaire,mathematical statistics,logical analysis and other research methods to study the supply of rural public sports services in Meishan City,and draws the following conclusions and suggestions.Conclusion:(1)The supply content of rural public sports services is misaligned with the needs of the masses,and due to inadequate consideration of the diversified sports needs of farmers,sports venue resources are idle.(2)The coordination of rural public sports service providers is not good,and a diversified supply model has not yet been formed,resulting in a shortage of government supplies and difficulties in meeting farmers’ expectations for a better life.(3)There is a large gap between the supply of financial funds for rural public sports services and actual demand.The main financial investment in sports is government financial investment,with a single funding channel,and the government has not yet established an incentive mechanism for social force investment.(4)The supply of policies and regulations for rural public sports services is not targeted,the relevant policies and regulations are vague,the policy text generally lacks specific safeguards and measures,and the responsibility subject is unclear.(5)The supervision and assessment mechanism for the supply of rural public sports services is not perfect,and there is a lack of third-party independent supervision and assessment mechanisms,and the assessment lacks credibility.(6)The supply demand for rural public sports services is not expressed smoothly,and the supply content has the subjective preference of the government.Recommendations:(1)Strengthen the precise connection between the supply of rural public sports services and the needs of the masses.Relevant government departments should conduct research in advance to fully understand the sports needs of farmers,provide sports venue resources that meet their needs,and avoid wasting national land and human resources.(2)Adhere to joint construction,governance,and sharing,and encourage coordinated governance by multiple entities.Clarify the main responsibility and improve the accountability mechanism.Deeply implement the reform of "decentralization,management,and service",and establish corresponding incentive mechanisms.With the help of the east wind of rural revitalization and through the "three supports and one support" policy,college sports students are encouraged to enter the countryside.Assist rural sports development through school village and urban and rural paired assistance.(3)Reasonably increase financial investment and establish a multichannel financing system.Fully tap market resources and utilize market forces to promote the rapid development of rural sports.(4)Improve policies and regulations to make them more targeted.Refine the text content,formulate detailed phased work objectives,implementation plans,and strict institutional safeguards,and clarify the main responsibilities of each department.(5)Improve the supervision and assessment mechanism to achieve long-term and stable development.We will improve relevant laws and regulations,improve accountability mechanisms,and make it a normal practice for those who fail to comply with their responsibilities to be held accountable and held accountable strictly.(6)Smooth demand expression mechanism to ensure the symmetry of supply and demand information.Broaden channels for expressing the needs of the masses and widely solicit opinions and suggestions from farmers.
