Study On The Problems And Countermeasures Of Rural Public Sports Service Supply In Zengcheng District Of Guangzhou

In the new urbanization strategy of country and socialist new rural construction under the background of the double push,rural public sports service construction faces a major development opportunity,at the same time there are many difficulties and problems.During the period of "11th five-year plan",the government of Guangdong province put forward the strategy of “sports strong province”,and Guangzhou city was the first to use their own advantages develop undertakings of physical culture and sports,and achieved excellent results.In this context,how to enhance the level of increase urban rural public sports service is the pressing problem to be solved.This article analyses the present situation of the rural public sports service supply and demand in Zhengcheng city,founds that the rural public sports service supply still exist the following problems: Firstly,the rural public sports service supply and demand are asymmetrical;Secondly,the distribution of rural public sports facilities is not ideal;Thirdly,the rural public sports investment structure is unbalanced;Fourthly,the rural public sports service system is not perfect;Fifthly,the rural public sports service lacks guidance service;Finally,the supply model of rural public sports services lacks organic unity.According to the new public management theory,new public service theory and public choice theory,the article argues that increasing urban rural public sports service supply problem is mainly caused by the following reasons: Firstly,the top-down decision-making mechanism of supply and demand is imbalance;Secondly,the evaluation mechanism makes the distribution of public resources unevenly distributed.Thirdly,the supply model lacks the competition mechanism to make the investment structure unbalanced;Fourthly,the concept of public sports management is contrary to the nature of service.In order to solve the problem of the supply of public sports services in urban areas,the paper puts forward several optimization suggestions: Firstly,we should improve the decision-making mechanism of rural public sports service supply;Secondly,we shouldimprove the construction of rural public sports service system;Thirdly,we should establish scientific evaluation mechanism;Fourthly,we should transform government functions and build service-oriented government.
