| In the context of promoting the modernization of national governance system and governance capacity,social work agencies,as an important part of social collaborative governance,show great advantages in participating in collaborative governance.With the strong support of various national policies,China’s social work institutions have achieved rapid development.However,the development of social work institutions in different regions is unbalanced and inadequate,especially in ethnic minority areas.So what are the difficulties facing the development of social work organizations in minority areas? How do social work organizations in ethnic areas grow up in these difficulties?In this paper,a qualitative research method was used,and 12 persons in charge of social work institutions from different ethnic areas in Sichuan Province were interviewed in semi-structured interviews mainly by means of purposeful sampling.Through the systematic analysis of research data,this paper discusses the organizational resilience of social work institutions in Sichuan ethnic areas,and finds out the risk factors and protective factors in the development process of social work institutions in Sichuan ethnic areas.The study found that the risk factors faced by social work institutions in ethnic areas of Sichuan can be divided into four categories.First,political risk factors,including the restriction of institutional "origin",the intermittent access to resources,and the indicative nature of project implementation;Second,professional risk factors,including the lack of education in the region,the limited experience of inter-industry reference,the separation of knowledge and practice in service,and the serious shortage of labor within the organization;Cultural risk factors,including language difficulties affecting service effect,religious beliefs restricting service development,acquaintance relationship weakening professional relationship;Fourth,other factors,including high service cost due to topographic conditions,limited service time due to adverse climatic conditions,and differentiated service provided due to vast territory.The development of social work agencies in ethnic areas of Sichuan Province is not an overnight process.While facing risk factors,social work agencies also build some protective factors.The study found that the protective factors mainly include the following three points: first,strengthening the organizational relationship to enhance the resilience of social work organizations,including obtaining political identity through member localization,strengthening political identity through service administration,and obtaining social identity through localized service;Second,to enhance the professional capacity of organizations to enhance the organizational resilience of social work agencies,including diversified access to resources and all-round professional promotion.Finally,some other protective factors of organizational resilience also run through the development of the organization,including the emotional support of external members,mutual support among internal members,the sense of work effectiveness of the organization members,and the feelings of ethnic group and hometown of the organization members.Based on the social work institutions in ethnic areas of Sichuan Province,this study analyzes the risk factors of organizational resilience and summarizes the protective factors constructed in the process of institutional development,which enrichis the relevant research on ethnic social work and has certain reference significance for the development and construction of social work institutions in ethnic areas.Therefore,this paper proposes that to cultivate the organizational resilience of social work agencies in ethnic minority areas can promote the rapid development of social work in ethnic minority areas by strengthening the two-way support between agencies and local governments,improving the professional level of agencies,broadening the financing channels of agencies,improving the management level of agencies,and giving play to the role of informal support system of agencies. |
