The foundation of human being lies in people, population is the intrinsic driving force of social and economic development, and China’s modern development is closely related to population. In recent years,China’s birth rate and natural growth rate have continued to decline, making the arrival of negative population growth in China earlier than expected, followed by population aging and the corresponding series of economic and social derived problems. At the same time, along with a new round of industrial transformation and technological innovation, the concept of digital economy is gradually emerging in the international vision, facilitated with the platform built by information technology.General Secretary Xi emphasized that the digital economy is relevant to the national development, and it has an important significance for China to grasp the new round of industrial transformation and technological innovation in the future. The "14th Five-Year Plan for the Development of Digital Economy " issued by the State Council clarifies the basic principles, development goals, primary tasks, guiding ideology and corresponding safeguard measures for the development of digital economy, and proposes that China will fully expand the digital field in 2025,look forward to the prosperity and maturity of2035,and push the industrial system and digital foundation development level to the international forefront. The level of development of the industrial system and digital infrastructure will be pushed to the international forefront. With the changing international economic situation and the rapid development of digital technology, the digital economy is gradually becoming the new driving force of China’s economic growth.Looking around the world, the digital economy is not only a new direction for China’s future economic development, but also a new goal for all countries in the world in the economic development pattern. Therefore, based on this background to explore the impact of the digital economy on China’s birth rate and its internal mechanism,it has some practical significance for the future of China facing the problem of negative population growth under low fertility rate.Based on the panel data of 30 Chinese provinces(excluding Hong Kong,Macao,Taiwan and Tibetan regions)from 2013 to 2020,the paper measures the level of digital economy development in each province, followed by a theoretical analysis of the current situation and regional differences between China’s digital economy and population birth rate, respectively. In addition,by combing the literature and theories related to the digital economy and the birth rate to derive relevant research hypotheses,we focus on the impact mechanism of the digital economy on the birth rate in China, and use the mediating effect model for empirical evidence and testing. The final results show that the digital economy has a significant negative impact on the birth rate in China, and the conclusion still holds after the test analysis. In terms of the impact mechanism, the digital economy can suppress the birth rate by affecting both human capital and employment instability, with the employment instability factor having a more pronounced suppression effect on the birth rate. Finally,in view of the above conclusions, relevant countermeasures and suggestions are put forward from three aspects: perfecting the fertility security measures, continuously optimizing the employment structure and perfecting the social security system.
