| With the development of technologies such as the Internet and big data,the platform economy has become increasingly active,and new types of employees have emerged as the times require.There are three types of labor relationship situations for employees in new business formats,especially those that are "not fully compliant with labor relationships" with the platform.Specifically,they are platform practitioners who continuously accumulate orders on the platform,objectively generating economic dependency on the platform,and thus infinitely close to labor relationships.Currently,in China’s three-pillar old-age security system,the first pillar covers a wide range of people,the second pillar system is relatively complete in design,and the trend of diversified development of the third pillar insurance types is obvious.Especially considering the flexibility and complexity of employees in new business forms,measures have been taken,including promoting national basic old-age insurance planning,implementing exclusive commercial old-age insurance pilot projects,and introducing a personal pension system,However,for employees of new business types,there are still problems such as high risk of termination of basic pension insurance,lack of support for enterprise annuity projects,and low rate of voluntary participation in commercial pension insurance.Therefore,the elderly risk protection for employees of new business types is still insufficient,and the relevant pension security system needs to be improved.Therefore,China should improve the three-pillar system of old-age security for employees in new business forms,and the three pillars should jointly shoulder the responsibility of eliminating old-age risks.At the theoretical level,through the analysis of social solidarity theory,delayed payment theory,and personal risk prevention theory,it provides a theoretical basis for employees of new business types to participate in multi-pillar old-age security,and analyzes the necessity of improving the old-age security system for employees of new business types,namely,promoting the further development of the national old-age insurance system,giving play to the role of enterprises in sharing social responsibility,and preventing the risk of insufficient old-age security for low-income groups;At the institutional level,it elaborates on the current situation of China’s system for employees in new business forms,analyzes the shortcomings of the system,and examines the basic ideas for designing pension security systems for employees in new business forms,represented by Germany and the United States,to learn from the flexible basic pension insurance renewal mechanism for employees in new business forms abroad,encourage enterprises to provide insurance support for employees,and provide more attractive commercial pension insurance,Thus,suggestions are proposed for improving China’s pension security system.Specifically,China can reduce the participation and payment rate of employees in new business forms in the region,design flexible pension renewal mechanisms,design reasonable exemption rules,determine a reasonable enterprise pension premium extraction mechanism,introduce tax policy specifications that are more conducive to enterprise support,highlight the specificity of commercial pension insurance Improve the connection between multi pillar personal accounts and other measures to optimize China’s pension security system for employees in new business forms,with a view to more comprehensively resolving the elderly risks of employees in new business forms. |
