With the development of the national economy,the position of modern service industry in China’s economic development is gradually improving.The development level of modern service industry affects the construction of China’s modern economic system,determines the process of high-quality economic development,and characterizes China’s competitiveness in the international market.In the new era when the demographic dividend is gradually disappearing in China,the improvement of the development level of modern service industry can no longer rely solely on the simple input of labor,but gradually rely on the improvement of human capital in higher education.In this context,scholars have gradually carried out relevant research on modern service industry and human capital in higher education.There is relatively little research on the impact of human capital in higher education on the development level of the modern service sectors.Hence,this article makes an effort to investigate how human capital in higher education affects the level of development of contemporary service sectors.First of all,this thesis reviews the domestic and foreign paper on this research,elaborates on the intension,influencing factors,and related research between human capital in higher education and the contemporary service sectors.Based on the theory of human capital and the theory of new economic growth,this thesis studies the function mechanism of human capital in higher education on the development level of modern service industry,attempting to theoretically supplement the functional relationship.Secondly,it analyzed the development status of human capital in higher education and modern service industry based on panel data from 2012 to 2020.It selected relevant indicators based on development basis,investment level,and development level to construct an indicator system of human capital in higher education.It selected relevant indicators based on innovation,coordination,green,opening and sharing to construct an indicator system of modern service industry.The evaluation index for the development level of modern service industry shows that the overall level of human capital in China’s higher education and modern service industry has steadily increased,but there are still differences in the changes between regions and provinces.Next,in order to analyze the influence of the higher education human capital on the development level of modern service industry,this paper establishes the empirical model.The results show that human capital in higher education can promote the development of modern service industry,but this promotion has regional heterogeneity.In the process of further analysis,it is found that the development foundation and output level of human capital in higher education have a significant promoting effect on the overall development level of modern service industry.Based on theoretical analysis,current situation analysis,and empirical analysis,this article proposes the following policy recommendations: attaching importance to the construction of the foundation for the development of higher education,laying a solid foundation for the progress of the higher education human capital,establishing an education system that is suitable for the development of modern service industries,encouraging decentralized employment of talents and assisting the improvment of contemporary service sectors in the central and western regions.The innovation lies in the research content and methods.On the one hand,incorporating human capital in higher education and the improvment of contemporary service sectors into the same research framework enriches existing research content.In the existing research,there are many studies focusing on human capital.However,there are relatively few studies related to human capital in higher education.At the same time,there are relatively more studies on human capital in higher education in urbanization,industrial structure upgrading,and other aspects.But,there are relatively few studies about the impact of human capital in higher education on the development of modern service industry.In general,both qualitative and quantitative research have shown insufficient status in the existing research.Therefore,taking human capital in higher education as the core influencing factor of the development level of modern service industry is a supplement to existing research fields.On the other hand,a single indicator is often used to measure human capital in higher education in existing research.Meanwhile,few indicator systems are established to study the impact of human capital levels in higher education on other fields.Compared to a single indicator,the comprehensive indicator system is more objective in measuring human capital in higher education.Therefore,this article establishes a comprehensive indicator system for human capital in higher education by reviewing relevant literature.This article also conducts subsequent research based on the comprehensive indicator system.Thus,this is an innovation in research methods.
