Study On The Efficiency Of China’s Unemployment Insurance System To Promote Re-employment

Employment is the foundation of People’s livelihood and development.The establishment of a scientific and effective employment policy system and the active promotion of employment policies are among the issues to constantly improve China’s social security.After more than 30 years of exploration,China’s unemployment insurance system has played a huge role in economic development,ensure a stable employment environment and effective re-employment space.But at the same time,when the country and society are facing systemic risks and fundamental shocks,such as the global outbreak of new pneumonia,the economic development is facing the dilemma of being shut down,and the bankruptcy of enterprises leads to a large number of employees suffering from cyclical unemployment,how to improve the emergency mechanism of re-employment in Special Period is a manifestation of the overall efficiency of socialist mode of production with Chinese characteristics.Therefore,improving and perfecting a stable employment policy system is an important task for promoting high-quality development,and giving full play to the unemployment insurance system’s function of promoting re-employment,it is a reliable way to tamp the whole employment policy system and realize the sustainable development of economy.Starting from the use of unemployment insurance funds and the structure of income and expenditure,this master’s thesis probes into the development history and the status quo of the unemployment insurance system,combining factors such as the accumulated balance of unemployment insurance fund,the situation of participating in and enjoying unemployment insurance,and the policy of unemployment insurance promoting re-employment,using data from many provinces and years to set efficiency targets,and in-depth discussion of the current system operation problems.The efficiency of China’s unemployment insurance system in terms of time and space is further analyzed by using DEA-Malmquist model and comparing the static and dynamic output results.Finally,considering the defects of the unemployment insurance system in promoting the re-employment efficiency,this paper puts forward some optimization suggestions,such as widening the support channels for re-employment,adjusting the income and expenditure structure of the unemployment insurance fund,and coordinating the development of different regions as a whole,the aim is to enhance the efficiency of re-employment,to achieve economic stability and social progress,to ensure the rational allocation of employment resources,and to enhance the sense of reality and optimization of the insured.
