| For a long time,the "3: 30 problem" that children leave school early and parents leave work late has troubled parents in China.Many parents have to hand over their children to off-campus "trusteeship classes" and "training classes",which not only costs a lot,but also can’t be completely at ease,which contributes to the anxiety of education involution,resulting in a new problem of "reducing the burden on campus and increasing the burden off campus",raising the educational cost of children and affecting the birth rate in China.Since the Ministry of Education promulgated the Guiding Opinions on After-school Service for Primary and Secondary School Students in 2017,after-school service for primary school students has gradually gained popularity in China as a livelihood work.The school becomes the main channel of after-school service,and it is responsible for providing high-quality,efficient,inclusive and fair quasi-public social services.The practice of after-school service not only solved the "3: 30 problem" that is common in society,but also eased parents’ educational anxiety.It puts forward solutions to a series of practical problems,such as the practice of quality education,the improvement of the linkage mode of home-school education and the improvement of students’ autonomous learning ability.Shijiazhuang is one of the earliest areas in China to provide after-school service.As early as2015,it carried out beneficial exploration,and selected 20 primary schools from the main city to carry out pilot projects.In 2021,it realized the after-school service for primary school students,including all applicants,all government-run and private schools,and all urban and rural primary schools.In the summer of 2022,25 pilot schools in the main city provided about10,000 places for students in need to carry out summer free custody,exploring ways to solve the problem of summer care for primary school students.However,the practice of after-school service in our country is still in the exploratory stage,there are some problems and deficiencies in the after-school service in Shijiazhuang primary schools.The introduction section tells the background and significance of this research,comprehensive analysis of the research status at home and abroad,and introduces the research methods and ideas.The first part mainly introduces the basic concepts and theories of after-school service.The author studies it from the perspectives of Smith model execution model,public goods theory,stakeholder theory and collaborative governance theory.The second part is the investigation of the implementation of this work in C District of Shijiazhuang.First of all,this study combs the evolution of after-school service at the national level and the exploration of Shijiazhuang City.Then it explores the implementation status of after-school service in C District primary schools in Shijiazhuang City by adopting three methods: questionnaire survey,in-depth interview and field investigation.The third part is the analysis of the problems of the after-school service.There are still some problems in the implementation of the after-school service courses,such as insufficient content design,inflexible time setting,low enthusiasm of teachers,inadequate introduction of social resources,imperfect home-school communication and quality assessment.The fourth part is the causes of the after-school service.Through problem research and theoretical analysis,this paper summarizes and analyzes the reasons of insufficient fund guarantee,imperfect implementation rules,large security risks and responsibilities,insufficient incentive guarantee,inadequate home-school collaborative education,imperfect social resource introduction mechanism and imperfect supervision and evaluation system.The fifth part puts forward the countermeasures and suggestions.This article puts forward countermeasures and suggestions from five aspects,including clarifying the rights and responsibilities of relevant subjects to form governance forces,enriching after-school service content design,improving flexible school-leaving operation form,perfecting the guarantee mechanism of funds,student safety,teacher incentive introduction of social resources,perfecting the supervision,evaluation mechanism of process management and quality assessment and home-school collaborative education. |
