Research On The Optimization Path And Strategy Of Transforming Old Factory Buildings Into Sports Space In Jiangsu Province

With the acceleration of urbanization and the upgrading of urban industrial structure,the old factory buildings that once represented urban industrial civilization and symbolized urban economic development gradually withdrew from the historical stage.However,the multidimensional value of the old factory buildings has not disappeared with it.The transformation of sports functions into the space of the old factory buildings has quietly arisen,and the appearance of the old factory buildings has taken on a new look through functional replacement.From the GF [2014] No.46 document to the GF [2019] No.43 document,to the issuance of the Opinions on Building a Higher Level Public Service System for Fitness for All by the Central and State Offices in 2022,in the face of the increasing demand for fitness by people,the Chinese government is actively seeking benefits from existing land in addition to purchasing sports public services by the government to solve the "fitness difficulty" and "where to go for fitness" issues,The renovation of old factory buildings has gradually become a powerful way to expand sports space.Jiangsu Province is also keeping pace with the times and actively promoting the transformation of old factory buildings into sports spaces.As early as 2011,the Interim Measures for the Administration of the Use of Special Guiding Funds for the Development of the Sports Industry in Jiangsu Province were formulated to provide financial support.This study combs the current situation,characteristics,and trends of transforming old factory buildings into sports spaces in Jiangsu Province,identifies the problems,and explores the root causes behind them.It has important theoretical significance and practical value to design action plans and build optimization paths for the "factory transformation" practice in Jiangsu.This article uses the research methods of literature,field research,case analysis,and expert interviews.First of all,briefly describe the research background,purpose,significance,domestic and foreign status quo,as well as the framework and ideas of the topic.Then,it clarifies the necessity of transforming old factory buildings into sports spaces in Jiangsu,and analyzes and interprets the suitability of such spatial transformation from aspects such as the spatial scale of factory buildings and sports events.Based on field investigations and interviews,in-depth analysis is made of the current situation,characteristics,and trends of transforming old factory buildings into sports space projects in southern,central,and northern Jiangsu Province,with a focus on interpreting the seven practical types of transforming old factory buildings into sports spaces in Jiangsu Province,including: transforming old factory buildings(clusters)into sports and cultural properties The industrial park and waterfront old factory buildings(areas)are transformed into public sports spaces,the old factory buildings(groups)are transformed into sports parks,the old factory buildings(groups)are transformed into sports service complexes,the old factory buildings(groups)are transformed into community sports centers,the old factory buildings are transformed into sports clubs,and the old factory buildings are transformed into characteristic sports spaces.On this basis,the dilemma of transforming old factory space into sports space in Jiangsu is explored: insufficient guidance planning depth,and deviation in project practice;Low degree of industrial convergence and integration,insufficient cultural inheritance and innovation;The lack of social capital motivation restricts the expansion of development scale;Lack of long-term mechanism guarantee hinders the smooth progress of transformation;The operation and maintenance management method lags behind,and the project development risks are hidden;Theoretical research is relatively weak,and the development of think tanks is slow.In response to the problem,through expert guidance and industry reference,we have solved the puzzle and expanded our thinking,trying to construct and design a "Jiangsu path" for the transformation of old factory space into sports space,which specifically includes three levels:first,at the government level,we need to optimize the top-level design planning and strengthen policy and legal protection;Second,at the market level,it is necessary to strengthen the allocation of resources in the market and balance the transformation of supply and demand requirements;Third,at the organizational level,it is necessary to cultivate and incubate various types of organizations,and promote transformation,acceleration,and upgrading.On this basis,specific promotion strategies are proposed to further refine the work roadmap: broaden the guidance planning horizon to ensure the orderly progress of the project;Promote industrial integration and development,strengthen cultural inheritance and innovation;Encourage social forces to participate and improve their own governance capabilities;Improve the supporting mechanism guarantee and promote the coordinated development of transformation;Establish an operation and maintenance management system and attach importance to the rational development of projects;Deepen theoretical research and promote the diversified development of think tanks.It is hoped that the new style of "factory rotation" can be used in the field of sports space in Jiangsu Province to depict a vivid picture of "old trees blooming" with flowers all over the branches.
