Study On The Impact Of "Beijing-zhangjiakou" Winter Olympic Games Bid On The Economy And Environment Of Beijing And Zhangjiakou

On July 31,2015,the 128 th IOC Plenary Session opened in Kuala Lumpur Convention and Exhibition Center,Malaysia.Beijing and Zhangjiakou have won the bid to host the 24 th Winter Olympic Games in 2022 after a vote.The whole country rejoiced at the good news.The government and people of Beijing and Zhangjiakou,united as one,made elaborate preparations to create an unprecedented sports feast.While celebrating the successful bid of Beijing and Zhangjiakou for the 2022 Winter Olympics and the joint hosting of the Winter Olympics,we should also pay attention to the economic and environmental effects brought by the successful bid for the Winter Olympics to Beijing and Zhangjiakou,and study and analyze the impact of the successful bid on the economy and environment of Beijing and Zhangjiakou.In order to explore the specific impact of large-scale international sports events on the economic growth and air quality of host places,this paper firstly takes Beijing and Zhang as a natural experiment the successful bid for the 2022 Winter Olympic Games in 2015.Based on the urban panel data from 2009 to 2016,By using the "synthetic control method" in the comparative case study,this paper empirically analyzes the influence of the successful bid for the Olympic Games on the economic development of Beijing and Zhangjiakou.The research results show that:(1)Excluding the influence of other factors on the economic development timeline,the successful bid for the Olympic Games has a significant promoting effect on the improvement of the economic development level of Zhangjiakou.(2)Due to the particularity of Beijing’s geographical politics and economy,the successful bid for the Olympic Games has not played a significant role in promoting Beijing’s economic development.(3)Further analysis shows that due to the differences in economic development level,economic size and infrastructure construction among host cities,the success of the Olympic bid has different effects on regional economic development.In addition,this paper takes Beijing and Zhangjiakou’s successful bid for the 2022 Winter Olympic Games in 2015 as the research object to construct a quasi-natural experiment,and selects the monthly air quality index and the concentration of three individual pollutants of 32 regions from December 2013 to December 2016 by using the difference in differences method to explore the impact of the successful bid for the 2022 Winter Olympic Games on the air quality of Beijing and Zhangjiakou.The results showed that:(1)the successful Olympic bid significantly reduced the concentration of AQI and single pollutants in Beijing,indicating that the successful Olympic bid was conducive to improving the air quality of Beijing.(2)Due to the large investment in infrastructure construction in Zhangjiakou,in the context of the successful bid for the Olympic Games,Zhangjiakou became the host city of the Winter Olympics,but deepened the air pollution of Zhangjiakou.Finally,based on the above analysis results,this paper gives some relevant policy suggestions:(1)Make full use of the opportunity of the Winter Olympics,and promote the coordinated economic development;(2)Avoid the Olympic economic trough effect,release the Olympic economic positive effect;(3)Continue to develop green environmental protection technology and strengthen pollution control efforts;(4)Further promote the construction of an environmentally friendly and low-carbon transport system,and vigorously develop green transport.
