| With the reform of the economic system and the real estate system,the property management community has gradually become the closest public living space for urban community residents.With the acceleration of the construction of a social governance community,community governance has become the key to grassroots social governance.As a representative self-governing organization elected by all owners,the owners’ committee represents the effects of actions that affect the survival of the organization.In the current community governance environment,the industry committee is in a state of "weak power",and multiple difficulties hinder the orderly operation of the organization.This paper focuses on exploring the logical mechanism of business committee representatives participating in community governance,analyzes the reasons for the weakening of organizational representation from the perspective of social work empowerment,and proposes multi-dimensional empowerment and other relief measures to provide empirical perspectives and policy discussions for community democratic self-government.The research selects the owners’ committee of Community J in Dongcheng District,Beijing as a case.Based on representative theory,social system theory,and empowerment theory,the core analysis concept of "difference communication mechanism" is proposed and an analysis framework is constructed.From the perspective of system resource empowerment and endogenous difference selection Discuss the composition of the mechanism of industry committees participating in community governance from two dimensions,focus on the communication strategies in representative rights protection actions,and explore the ways in which industry committees are embedded in the community governance system.This study explains and analyzes how the community governance system affects the communication environment and system boundaries of the owners’ committee through policy resources,and how the main body of the owners’ committee gradually realizes representative actions through the selection of formal representation,recursive participation,opinion reference,and rational reciprocity.Objectives,and extract the main mechanisms for the industry committees to participate in community governance.Combined with empirical materials to analyze the state of weak power of the owners’ committee,and address the problems of representative weakening in four aspects: uneven status,unbalanced participation of owners,dragging of interests,and disembedding of accountability in the representative actions of the practice field,and propose relief from the perspective of empowerment Discuss and construct policy design of differentiated communication mechanism,through multi-dimensional empowerment organization capacity building,update opinion collection method,improve communication and discussion platform and create supervision and incentive mechanism,create a more complete business environment under the synergy of external system support and endogenous selection.The growth mechanism of the committee will promote the continuous construction and development of the community governance community. |
