Due to the rapid development of society, the country’s demand for highly qualified and skilled personnel is on the rise.According to the notice of National Vocational Education Reform Implementation Plan, although vocational education and general education have different characteristics, they are equally important and represent two different types of education. With the continuous development of science and technology, computer technology is more and more widely used in all walks of life, and computational thinking has become an essential core literacy in modern society. And the goal of vocational education is to cultivate skilled personnel who can adapt to the needs of society and industry,so vocational education needs to incorporate the cultivation of computational thinking into the teaching system to improve students’ competitiveness and adaptability.Through the cultivation of computational thinking ability, students can better understand and apply computer technology, improve their problem solving ability, innovation ability and teamwork ability, and lay a good foundation for their future career development. Therefore, based on the OBE(Outcomes-Based Education)theory and using the action research method, this study conducted three rounds of research on125 students’ computational thinking skills in a vocational school.First, the OBE theory was used as the core, based on the development of computational thinking of secondary school students,to analyze the commonalities and differences between the two,and to connect and integrate them through teaching methods.Second, through the observation and analysis of secondary schools, the characteristics of students and teachers in secondary schools are outlined, and the importance of the C programming course for secondary students is discussed and the content of computational thinking covered is analyzed.Next, the objectives were reverse decomposed and relevant learning activities were designed to help secondary school students improve their computational thinking skills according to the needs of instructional design. The findings show that, first, this study constructs a set of learning activity designs for promoting the development of computational thinking of secondary school students based on the OBE concept, including the definition of instructional objectives, instructional content, the process of implementing thematic learning activities, and the evaluation and use of learning outputs. The model is based on outcome-oriented education, guiding students to solve problems, gradually solving problems after concretizing and modularizing them, mobilizing students’ thinking, and incorporating the idea of seven dimensions of computational thinking, which helps students to communicate and learn in independent learning and cooperative inquiry.Secondly, the design of learning activities to promote the development of computational thinking of secondary school students under the OBE concept is applied to the C programming classroom in secondary schools, which can improve students’ interest in programming, promote communication and cooperation between teachers and students, improve secondary school students’ attitude toward learning, and finally enhance their computational thinking ability.
