With the continuous advancement of social governance transformation,community governance has become the core of grassroots governance,and collaborative governance has become an important form to promote community governance.In this context,neighborhood committees,residents and property management companies have become important subjects of community collaborative governance.In recent years,social organizations and resident units have also played an increasingly important role in community governance,injecting new vitality into the practice of community collaborative governance.In the existing researches on community collaborative governance,most of them are discussed from the macro level such as policies and models,and few analyze the micro process.Therefore,this study attempts to use the merits of actor network theory to analyze the micro process of community collaborative governance and discuss its influencing factors.This study adopts the qualitative method of case study,takes Y community as the research object,collects data through participant observation method and unstructured interview method,collates,codes and analyzes the data,and draws the following conclusions: First of all,community collaborative governance involves various human and non-human factors,among which human factors play a direct role.Residents,neighborhood committees,property companies,social organizations and resident units are the main subjects of collaborative actions,with neighborhood committees as the core.Secondly,according to the actor network theory,the translation practice with the neighborhood committee as the core reaches collaborative governance through four stages: problem-oriented,interest-based,conscripted and mobilized.This process does not have to happen in sequential order,and sometimes there are multiple phases going on at the same time.If it goes well,an equal and harmonious community actor network will be built.If it doesn’t go well,there may be dissent,which will affect the generation of actor network.Finally,the author finds that the translation practice centered on the neighborhood committee is confronted with three difficulties:structure,situation and subject.Structure suppression leads to the obstruction of the initiative of the translation subject,situation restriction leads to the narrow space of community translation,and subject differentiation leads to the lack of synergy of multiple actors,which jointly affect the development of translation practice.Therefore,it is urgent to respond by means of institutional empowerment,context creation and subject integration,so as to jointly solve the current community translation dilemma,help the community collaborative governance practice,and promote the modernization of community governance.Based on the theory of "actor network" and from the perspective of "translation",this paper adopts the framework of "structure-context-subject" analysis and takes the neighborhood committee as the core to discuss the practice of community collaborative governance.Firstly,human actors in community collaborative governance are targeted and defined.Then,the concrete process of the neighborhood committee establishing the actor network through translation is analyzed.Finally,the influence of non-human factors presented in the translation process is dug out.
