In today’s era,the evolution of education changes triggered by information technology is accelerating. On September 10,2018,General Secretary Xi Jinping issued a mobilization order to the whole Party and the whole society to accelerate the modernization of education at the National Education Conference.Following the pulse of the times,Ministry of Education of the People’s Republic of China has proposed to lead education modernization with the support of education informatization and promote high-quality development of education. The level of teachers’ informatization teaching ability is related to the process of education informatization development, and has a significant and far-reaching impact on the promotion of education modernization. For this reason, many scholars are concerned about teachers’ informatization teaching ability and have conducted more in-depth studies.Unfortunately, most of the studies are generalized studies on teachers’ informatization teaching ability, and there are few studies on teachers’ informatization teaching ability for different subjects. In fact, the current primary and secondary education in China mainly adopts a sub-curriculum and teaching, and teachers are involved in many subjects,so the informatization teaching ability of teachers of different subjects obviously has different connotations and expressions. Thus,it is clear that research on informatization teaching ability for teachers of different subjects is urgently needed. As the core curriculum at the primary and secondary education level, mathematics plays an irreplaceable role in cultivating students’ rational thinking, scientific spirit and promoting intellectual development. Therefore,it is necessary and urgent to study the informatization teaching ability of mathematics teachers in primary and secondary schools. It is true that the ultimate point of research on the informatization teaching ability of mathematics teachers in primary and secondary schools is to improve their ability, and how to improve the informatization teaching ability of mathematics teachers in primary and secondary schools has become an important issue of concern in the mathematics education field. In fact, the improvement of informatization teaching ability of mathematics teachers in primary and secondary schools needs to be based on a reasonable measurement and assessment model. The scientific construction of the measurement and assessment model of informatization teaching ability of mathematics teachers in primary and secondary schools, the deep understanding of the ability, and the timely discovery of existing problems and shortcomings are the logical starting point for improving the ability. In view of this, this study focuses on the measurement and assessment model of informatization teaching ability of mathematics teachers in primary and secondary schools, aiming to build a model to fill the current research gap in this field, and to provide some reference for the quantitative evaluation of the informatization teaching ability of mathematics teachers in primary and secondary schools. The study firstly synthesized the literature combing and analysis, experts’ opinions and suggestions to clarify the connotation and operational definition of informatization teaching ability of mathematics teachers in primary and secondary schools. On this basis, the study combined the relevant research results and the actual teaching practice of mathematics teaching in primary and secondary schools, and initially determined the primary and secondary indicators and their main observation points of informatization teaching ability of mathematics teachers in primary and secondary schools. Then, two rounds of expert consultation were conducted by applying the Delphi method to finally construct the index system for informatization teaching ability of mathematics teachers in primary and secondary schools. Then, the study used AHP,supplemented by YAAHP software,to determine the index weights of the measurement and assessment index system,so as to construct the measurement and assessment model of informatization teaching ability of mathematics teachers in primary and secondary schools. Finally, based on the index system and the model constructed in this study,Survey Questionnaire of the Informatization Teaching Ability of Mathematics Teachers in Primary and Secondary Schools was prepared, and the survey data were statistically analyzed using SPSS software and AMOS software, and finally the measurement and assessment model of informatization teaching ability of mathematics teachers in primary and secondary schools was tested in practice. The core conclusions are as follows:1.Clarify the connotation and operational definition of informatization teaching ability of mathematics teachers in primary and secondary schools.(1)Connotation: the comprehensive ability of primary and secondary school mathematics teachers to integrate information technology to improve the quality and effectiveness of mathematics teaching, deepen students’ mathematical knowledge understanding, and develop students’ core literacy in mathematics.(2)Operational definition: the comprehensive competency of primary and secondary school mathematics teachers based on mathematics education technology literacy, technical support for mathematics teaching as the core, and technical support for professional development.2.The measurement and assessment index system of informatization teaching ability of primary and secondary school mathematics teachers was constructed. The measurement and assessment index system includes 3 primary indicators,9 secondary indicators and 35 main observation points.3.The measurement and assessment model of informatization teaching ability of mathematics teachers in primary and secondary schools was constructed. The measurement and assessment model was Y=0.37A+0.42B+0.21 C,where Y represents the informatization teaching ability of mathematics teachers in primary and secondary schools;A represents mathematics education technology literacy,B represents technical support for mathematics teaching, and C represents technical support for professional development.4.The measurement and assessment model of informatization teaching ability of mathematics teachers in primary and secondary schools was tested. The correlation test showed that there were significant correlations among the three dimensions of the ability and the overall;the model fit test showed that the structure of the model fit the sample data well;the operational feasibility test showed that the model is operable and extensible. This study goes through the process of "clarifying the connotation and operational definition-constructing the measurement and assessment index system-constructing the measurement and assessment model-testing the measurement and assessment model",and then gives suggestions for the steps of applying the model and strategies to improve the ability.(1)suggestions: first, reading the system and understanding the indicators;second, preparing the questionnaire and investigating the status;third, referring to the model and calculating the total score.(2)strategies: first,demand-oriented,creating informatization teaching resources;second,practice-oriented,innovating informatization teaching methods;third,collaborate-oriented,creating informatization teaching teams.
