China is at the critical period of building a strong socialist modernization country,and the modernization of education governance system and governance capacity has become one of the major strategic tasks of China’s modernization development in the new period.Separation of education management and evaluation is an important grasp to realize the modernization of education governance system and governance capacity.Social organizations,with their independence,objectivity and professionalism,are playing an increasingly important role in the field of education evaluation.To break the traditional path dependence on government-led assessment and build a mechanism for social organizations to participate in education assessment is the only way to better bring into play the effect of multi-body participation in education governance.At present,in order to promote the high-quality development of social organizations,China has promulgated many policies to promote the rapid development of social organizations and their active participation in public affairs.Social organizations have formed a certain scale in China and actively participate in educational affairs,becoming an important part of social assessment of education.However,there are many dilemmas for social organizations to participate in education evaluation in China,such as the power mechanism is not yet perfect,the motivation mechanism needs to be strengthened,and the supervision mechanism still needs to be improved.Through comparative studies,it is found that Britain,the United States and France have accumulated rich experiences in social organizations’ participation in education evaluation,such as improving the power mechanism for social organizations’ participation in education evaluation,building the motivation mechanism for social organizations’ participation in education evaluation,and constructing the supervision mechanism for social organizations’ participation in social evaluation.In order to build mechanisms for social organizations to participate in education evaluation,from the aspect of power mechanism construction,legislation construction should be strengthened to enhance the independence of social organizations;strengthen system supply to promote the function transformation of each subject.In terms of the construction of power mechanism,it should enhance the awareness of subjects and stimulate the endogenous action force;improve the incentive political mechanism and enhance the participation initiative;improve the social recognition and strengthen the external support force.In terms of supervision construction,government supervision should be strengthened to guarantee the quality of assessment at source;accelerate the construction of the industry to improve the internal supervision of the organization;and strengthen social supervision to build a diversified protection system.
