Research On The Equalization Of Public Sports Services In Shandong Province Under The Domain Of Bottom-line Fairness

The Party’s 20 th Congress report proposed the development goal of equalizing basic public services from 2020 to 2035,and the equalization of public sports services is the way to achieve the equalization of basic public services.In recent years,in various departments,various local vigorously promote,Shandong Province,the equalization of public sports services has achieved certain results.However,under the goal of building a healthy China and a strong sports province,the development of equalization of public sports services is relatively backward,mainly manifested in the uneven response to public sports demand.Therefore,in order to promote the realization of the overall goal,it is necessary to explore the specific realization path of the equalization of public sports services.The bottom-line equity theory is highly compatible with the equalization of public sports services in terms of connotation,and is of guiding value for the analysis of the causes of imbalance and paths of equalization of public sports services in Shandong Province.Based on the perspective of bottom-line equity theory,this study adopts the literature method,comparative analysis method,entropy method and coefficient of variation method to compare and analyze eleven indicators in three dimensions of the equalization of public sports services in Shandong Province,and then proposes corresponding improvement paths and suggestions for the causes of imbalance in the equalization of public sports services.The main conclusions are as follows.1.equalization of public sports services refers to the government’s ability to provide basic public sports products and services in accordance with general and consistent standards nationwide,considering citizens’ needs for life and recreation.2.The equalization of public sports services under the domain of bottom-line equity theory focuses on people-oriented,so that all members of society share public sports services;adheres to the main responsibility of the government,underwriting the undifferentiated equity of public sports services at the basic level;pays attention to long-term development,and continuously takes into account the balance between equity and efficiency in the process of equalization of public sports services.3.There are different degrees of imbalance in the level of equalization of public sports services in Shandong Province in all dimensions and regions,and the overall level of equalization is low.4.The reasons for the imbalance of the equalization of public sports services in Shandong Province are that the basic practice concept is not very clear,the governance function is not obvious,and the innovation and development concept is slightly insufficient at the conceptual level,the deviation of policy implementation,the absence of individual responsibility and the unclear responsibility of both at the level of the community of responsibility,and the basic guarantee needs to be optimized and the supervision and evaluation system is not perfect at the level of the equalization system.5.The practice of equalizing public sports services in Shandong Province in the field of bottom-line equity should focus on the concept of equalizing public sports services with the priority of weaknesses,improve the community of responsibility for public sports services with the main responsibility of the government,and adhere to the system of equalizing public sports services with bottom-line equity.
