| In 2015,the General Office of the CPC Central Committee and The General Office of the State Council jointly issued Opinions on Strengthening the Construction of New think Tanks with Chinese Characteristics,which clearly pointed out that "in order to solve the difficulties of reform,development and stability,it is urgent to improve the decision-making support system with Chinese characteristics and vigorously strengthen the construction of think tanks".The think tank of vocational education is the proper meaning of perfecting the decision support system of vocational education,supporting the scientific decision of vocational education with scientific consultation and leading the innovation and development of vocational education with scientific decision.At the same time,Shandong province,as the first province in our country to jointly build "vocational education innovation and development heights" "experimental field province",should play a leading role in the demonstration,which needs to vocational education think tank,the "box of independent thoughts" to provide vocational education reform and development plans.Vocational education,teaching and scientific research institutions undertake many functions,such as: conducting teaching and scientific research activities,providing vocational education decision-making consultation,organizing skills competitions,improving the survey,proposition and implementation of vocational education college entrance examination,carrying out teacher training and teaching guidance,among which vocational education think tank is one of its important roles and functions.This study focuses on the role of vocational education,teaching and research institutions in Shandong Province as vocational education think tanks,and discusses the construction of think tanks in Shandong Province.Other functions and roles of vocational education,teaching and research institutions in Shandong Province are not within the scope of this study.There are a large number of vocational education,teaching and research institutions in Shandong Province.Based on the principle of comprehensiveness and typicality,this study selects 6 vocational education,teaching and research institutions as typical cases.Provincial vocational education teaching and research institutions include: Shandong Institute of Education Science,Shandong Institute of Vocational and Technical Education,Shandong Vocational and Technical Education Theory Research Center,Shandong Institute of Vocational Education and Industrial Talents.Municipal vocational education research institutions include: Jinan Institute of Education and Teaching,Qingdao Institute of Education Science.This research includes four aspects: The first part mainly collects and combs the current literature,understands the research status at home and abroad,introduces the research purpose and significance,research methods and the theoretical basis of this research,and focuses on the connotation of the two concepts of think tank and vocational education,teaching and research institutions.The second part is to investigate the current situation of think tank construction of vocational education,education and research institutions in Shandong Province,conduct questionnaire survey and interview on the current vocational education,education and research institutions in Shandong province and their teaching and research personnel,use Execl software to conduct quantitative analysis of the questionnaire data,and grasp the development status of vocational education,education and research institutions in Shandong Province.Provide strong data support for subsequent problem and cause analysis.The third part explores the difficulties in the construction of think tanks in vocational education institutions in Shandong province from four functional dimensions of service decision-making,leading public opinion,innovating theory and guiding practice,including: service decision-making is not up to expectations,leading public opinion is not effective,theoretical innovation results are weak,and the quality of guiding practice is low.The main causes of the above problems are: the external environment needs to be optimized,the construction path is not clear enough,the basic capacity construction is insufficient,and the internal governance capacity is limited.In the fourth part,since the construction of think tank in vocational education,teaching and research institutions is a systematic project,this chapter does not put forward countermeasures for each function of the think tank,but explores the strategy of think tank construction in vocational education,teaching and research institutions from the overall perspective of think tank construction,so as to improve the level of think tank construction in vocational education,teaching and research institutions.The main countermeasures include: optimizing the external policy environment,clarifying the path of think tank construction,strengthening the construction of basic capacity,and improving the efficiency of internal governance.On the basis of summarizing the previous research results,this paper tries to provide practical suggestions for the construction of think tanks in vocational education,teaching and research institutions. |
