From Small Educational Research Institute To World-Class Educational Think Tank:Development Research Of The Australian Council For Educational Research(1930 To Present)

Founded in 1930,the Australian Council for Educational Research has been established as a world-class educational think tank,providing research and advisory services for educational development in Australia and other countries and regions through educational research.Based on the history of the Australian Council for Educational Research,the paper divides it into three stages according to the development characteristics:(1)creation and initial development;(2)construction of specialized educational think tank;(3)construction of international educational think tank.The paper has four parts.The first chapter discusses the background of the Australian Council for Educational Research and introduces the main research and service activities in the early stage.The second chapter mainly discusses the Australian Council for Educational Research’s professional development that completed by coordinating external relations,reorganizing research departments,expanding fiscal revenue channels,and establishing professional research teams,in the context of the Australian government’s encouragement of educational research and fierce competition of educational research institutions.The third chapter introduces the challenges and opportunities brought by the development of learning society and the government’s emphasis on educational think tanks.Australian Council for Educational Research has achieved international development by clarifying its mission and objectives,constructing a "revolving door" mechanism,expanding its service functions,establishing overseas branches and expanding its influence channels.The fourth chapter summarizes the experience and inspiration of the Australian Council for Educational Research.In the process of development,the Australian Council for Educational Research’s experience in accurate target and position,effective integration of human and financial resources,and all-round influence strategy has important practical implications for China’s education think tank,which is accelerating the construction process,and is worth learning from.
