On October 13 th,2020,the 14th meeting of the Central Committee for Comprehensively Deepening the Reform deliberated and adopted the Overall Plan for Deepening the Reform of Education Evaluation in the New Era,proposing "improving the evaluation of results,strengthening the process evaluation,exploring the value-added evaluation,perfecting the comprehensive evaluation,and improving the scientificity,professionalism and objectivity of education evaluation".Among them,the value-added evaluation provides a new idea for the evaluation reform of county compulsory education schools,and it has been implemented in the county compulsory education system to a certain extent.However,the guarantee system for its implementation is unprofessional and unsystematic,which does not give full play to the proper function of school value-added evaluation,which is not conducive to the scientific advancement of school value-added evaluation.Therefore,how to build a guarantee system for the implementation of value-added evaluation of county compulsory education schools and ensure the effective,efficient and long-term implementation of value-added evaluation of schools has become an important proposition of this study.Based on the above starting point,the author chooses the theory of educational equity,the theory of developmental evaluation,the theory of school efficiency and the system theory as the theoretical guidance,and makes a suitability analysis under the theoretical guidance,recognizing the subjectivity,localization and feasibility of constructing the implementation guarantee system of value-added evaluation of compulsory education schools in counties.On the basis of observing the development characteristics of county compulsory education schools and the essence of implementing value-added evaluation of schools,this study summarizes the implementation status of value-added evaluation guarantee system of county compulsory education schools from the perspective of integrity,connection and coordination,and finds that there are some problems in the current guarantee system,such as inaccurate target positioning,lack of professional guarantee and imperfect cooperative operation mechanism guarantee.The reason is that the county-level education administrative department has insufficient understanding of the value and function of the school value-added evaluation guarantee system,the county-level education administrative department has insufficient ability to build the guarantee system,and the method of building the guarantee system is not perfect.Based on the analysis of problems and attribution,this study holds that the county-level education administrative department should give full play to its role as the main body of protection,clarify the objectives of the protection system,construct the implementation guarantee system of valueadded evaluation of county-level compulsory education schools,improve the level of specialization to ensure the effective implementation of value-added evaluation of schools,scientifically use the results of value-added evaluation of schools to ensure the efficient play of their functions,and establish a dynamic adjustment mechanism of value-added evaluation of schools to ensure its coordinated operation and long-term development.
