The central government attaches great importance to the development of child welfare services,of which child welfare service delivery is the key link in the realization of child welfare services.The interaction between welfare providers in child welfare delivery is not only an important element in child welfare governance,but also an important guarantee for children and their families to receive services.Therefore,this paper uses a case study approach to collect data through interviews and observations,based on the Children’s Service Station Cooperation Project in S,to explore how the government,social organizations,communities,and families interact with each other in the dimensions of needs assessment,planning,support,and feedback in the delivery of children’s services,and how they affect the effectiveness of the services.The effectiveness of service delivery and its impact on the achievement of service goals were evaluated by analyzing whether effective collaboration or cooperation mechanisms were established among multiple welfare providers,which was the focus of this paper.The study found the following interaction characteristics among the welfare providers in the project: a one-way interaction between the government and families due to the lack of advocacy services;a dependency relationship between the government and social organizations based on administrative power allocation and professional services;a mutual assistance relationship led by the community secretary and an administrative contact relationship between the community and families;a forced exchange relationship and a partial cooperative relationship between the community and social organizations.relationship with localized cooperative relationships;and multidimensional interactions between social organizations.Based on the above basic interactions,although there is some basic collaboration among the welfare providers,the overall situation presents a fragmented,non-institutionalized,insufficiently supportive,and discrete welfare delivery,and only partially has good service delivery effectiveness.Under the influence of this,the child service stations showed differentiated service effects,so that the achievement of service goals could not be uniformly judged.This paper proposes suggestions for improving the relationship between government and society,establishing a localized and operational multi-sectoral governance mechanism,and raising the awareness of children’s guardians of their rights.
