Abstract/Summary:
The internationalization of teachers is an important part of internationalization of higher education.With the acceleration of the global talent flow,the scale of foreign scholars and international teachers in foreign high-level universities has been gathering and growing.Some famous university rankings,such as the Thames Higher Education World University Ranking and QS World University Ranking,all regard the number and proportion of foreign teachers as one of the important evaluation indicators of university internationalization,and foreign teachers have also become an important factor in improving university internationalization level and world ranking.In recent years,in the context of the "double first-class" construction strategy,a number of domestic universities,especially high-level research universities,are speeding up the process of internationalization of their teaching staff,the number of foreign teachers introduced has gradually increased,the proportion of academic scholars and professional teachers engaged in teaching and research has been rising,and the governance model of foreign teachers in universities is also facing new challenges.Based on a systematic analysis of the current situation and characteristics of employing foreign teachers in local ordinary colleges and universities in Liaoning Province in recent years,using methods such as literature research,case studies,and individual interviews,this article analyzes the policy text of the "Regulations on the Employment of Foreign Cultural and Educational Experts and Foreign Teachers in Colleges and Universities" and the "Measures for the Employment and Management of Foreign Teachers"(draft for comments),as well as individual interviews with the heads of foreign affairs departments and some foreign teachers in colleges and universities,This paper summarizes and analyzes the problems and causes of the employment management,training management,teaching management,and life management of foreign teachers in local ordinary colleges and universities,and puts forward countermeasures and suggestions: first,optimize the employment management of foreign teachers,build a foreign teacher archive information database,promote inter school sharing of information resources,broaden recruitment channels,formulate medium and long-term plans for the employment of foreign teachers,and establish a "lifelong employment system" scheme;Second,optimize the training management of foreign teachers,promote the evolution of training concepts,comprehensive training content,and diversified training methods;Third,optimize the teaching management of foreign teachers,and improve the evaluation system,supervision system,and incentive system of foreign teachers;Fourth,optimize life management,improve the social security system for foreign teachers,establish a foreign teacher administrator system,improve the management and service level of foreign teachers,and enhance their identity and cultural identity.
