The cultivation and enhancement of international Chinese language teachers’ information-based teaching ability is an objective need for the digital transformation of international Chinese teaching. It is also an inevitable requirement for boosting the high-quality development of Chinese language teaching. How teachers make the most use of Ed-technology to empower teaching and promote the spread of the Chinese language and culture has become an important issue.A review of the literature shows that research on information communication technology(ICT)is gradually becoming noteworthy in international Chinese language education. However, there is still a lack of focus on the information-based teaching competence of Chinese teachers at a regional and national level. Therefore, based on lessons observed in Mandarin class,we investigate teachers’ information-based teaching competence in primary and secondary schools in the UK,adopting quantitative and qualitative methods. After defining information-based teaching competence, this study employed TPACK as a foundation of intellectual capacity and combined relative domestic and international ICT standards to build a framework of information-based teaching competency of British Mandarin teachers in primary and secondary schools.Integrating with characteristics of Chinese teaching,we developed a questionnaire based on the given framework. An investigation was conducted to better find out teachers’ abilities from the question from six dimensions. Those dimensions were awareness and attitude towards information-based teaching, information technology literacy,information-based lesson planning skills, implementation skills, assessment skills and teaching-learning developing skills.80 Chinese language teachers in primary and secondary schools in the UK became our survey respondents.Collected data from the survey were analyzed by SPSS software. We also carry out in-depth interviews to explore more of the research. The results of the survey show that the Information-based teaching ability of Chinese teachers in primary and secondary schools in the UK is generally in the middle to a high level;their competence is not greatly influenced by gender, educational background, major and training experience, but is significantly influenced by age, teaching experience and teacher status;compared with CLEC teachers,British local Chinese teachers are less capable of using ICT tools to innovate, collaborate and conduct teaching research on teaching. To compensate for the inadequate information-based teaching ability of Chinese language teachers in primary and secondary schools in the UK,four strategies are proposed in two ways: self-improvement and external facilitation,i.e.strengthening knowledge of integrated subject teaching with technology, enhancing informatization teaching practice, improving informatization innovation collaboration and research ability, and strengthening the construction of a local Chinese language education resource database and teaching seminar platform in the UK.
