Social Work Participated In The Research On The Construction Project Of Urban Village Cultural Station

As a grassroots non-profit cultural institution,township cultural station is an important part of the construction of rural public cultural service system,which is of great significance to meet the cultural needs of rural residents,enrich the lives of rural residents,realize the equalization of public cultural services,and revitalize rural culture.At present,under the promotion of governments at all levels,the construction of township cultural stations has achieved certain results.However,there are still many problems in the construction of cultural station,such as uneven service concept,service ability and level of talent team,single service method and content,idle cultural service facilities,low participation of residents,and low service efficiency,which cannot meet the increasingly personalized and diversified cultural needs of residents.As a basic public service,social work can enrich the professional personnel team of cultural station construction,provide personalized cultural services,and help improve the service efficiency of cultural station.Taking the HL Cultural station construction project in which social work of Z Organization in Zhongshan City,Guangdong Province participated as a case study,this paper adopts the case study method in qualitative research to conduct a systematic study on the HL cultural station construction project,and combs and analyzes the project’s management mode,operation mode,implementation plan and implementation process.It is found that the "three-way service space","three-way linkage pattern" and the "three-three-three mode" of "three-service integration" adopted in the project have achieved positive results in mobilizing residents’ participation,enriching the content and form of cultural station construction,and improving the functions of cultural station construction.But at the same time,it was found that the project design had some problems,such as insufficient concept of helping people and helping themselves,inadequate consideration of ethical issues,lack of effective connection between cultural supply and demand,serious tendency of social work service groups,single mode of community work,and ethical dilemmas of function deviation,professional relationship and limitation in the construction of cultural station.From the perspective of social work,it is found that "other help" and "self-help" are not synchronized at the same time,and the lack of professional ethics awareness of social workers is the main reason for the inadequacy of project design.At the same time,it is found that the supply and demand of service are mismatched due to the lack of professional evaluation ability in the process of project implementation.Social work service groups have a serious tendency due to group bias;The political achievement orientation limits the autonomy of social workers in service,resulting in functional deviation during the construction of cultural station.The lack of interpersonal interaction and professional ethics education leads social workers into ethical dilemmas and other problems.In order to solve the above problems,it is proposed that in the design of project plan,we should not only fully integrate the concept and advantage perspective of social work to help people and help themselves,but also pay attention to the handling of ethical issues.In the process of project implementation,it is necessary to strengthen the assessment of the needs of the construction of cultural stations in urban villages to realize the effective connection of cultural supply and demand;At the same time,it is necessary to improve the comprehensive quality of social workers and promote the "quality enhancement" of professional services.At the practical level,we should strengthen the professional supervision of social work,clarify the role positioning of the "three parties",avoid the "administrative trap",maintain professional boundaries and flexibly deal with ethical problems.
