Research On The Optimization Path Of Sports Facilities Construction Under The Viaduct In The Central City Of Wuhan

The construction of sports facilities under the viaduct in the central urban area is an innovative measure and practical need to solve the problems of "where to go" and "inconvenient" for mass sports and fitness under the background of the increasing shortage of urban construction land.Relevant government departments and private capital in the central urban area of Wuhan have focused on exploring the use of space under the viaduct to build sports facilities.However,there are some practical dilemmas that need to be broken through in this process.In view of this,it is important to study the problems related to the construction of sports venues under the viaduct in the central urban area of Wuhan.Using literature,field investigation,expert interview method,mathematical statistics,case studies and other research methods,the implementation status of sports facilities under the viaduct in the central urban area of Wuhan was investigated and analyzed,the favorable factors and existing problems of the current construction project were expounded,and the successful experience of typical domestic cases was summarized,and finally a targeted optimization path was proposed.The following findings were drawn:(1)Domestic scholars have carried out relevant research on the type mode,existing problems,basic principles,implementation paths,commercial buildings,industrial plants,roof construction,sports facilities and other aspects of space utilization under urban viaducts.At the same time,some scholars have paid attention to the research theme of building sports venues in the space under the viaduct,but there is a lack of in-depth analysis of the collaborative governance of sports facilities under the viaduct in the collaborative governance of stakeholders such as government departments,social forces,and residents of surrounding communities.(2)The United States,Europe and Japan have accumulated certain valuable theoretical experience in the research on the use of space under viaducts.However,the relevant research mainly focuses on the analysis of the relationship between the lower space of the viaduct and the surrounding land use form and street scale,emphasizing the importance and urgency of the use of the space under the viaduct,and does not propose a systematic and operable promotion strategy for the specific utilization form of the space under the viaduct,and the academic significance and application value of the research are limited.(3)The construction of sports facilities under the viaduct in the central urban area of Wuhan has been encouraged by national fitness policy documents at different levels,successful construction cases have emerged at home and abroad have been common,the space under the viaduct in the central urban area has full construction potential,Wuhan "14th Five-Year Plan" to build a "12-minute fitness circle",Wuhan downtown urban renewal action to promote in depth five aspects of favorable factors.(4)There are relevant policies and systems for the construction of sports facilities under the viaduct in the central urban area of Wuhan,and the supporting guarantee mechanism needs to be improved;There are obstacles to the intervention of private capital,and the formation of a collaborative governance pattern is hindered;Insufficient participation of residents in surrounding communities,weakening the service efficiency of construction projects;The interests of land ownership subjects are checked and balanced,and the right to use space is difficult to obtain;Ignoring the negative factors of the space under the bridge,the practical dilemma of insufficient implementation of the concept of convenience and benefiting the people.(5)The experience of typical domestic cases shows that paying close attention to the demands of the surrounding communities,actively guiding the construction and operation of private capital,establishing a coordination and linkage working mechanism between departments,and adhering to the concept of convenience and benefit the people throughout are the keys to promoting the construction of sports venues under urban viaducts with high efficiency and high quality.(6)In view of the current practical difficulties and the experience enlightenment of typical cases in the construction of sports venues under viaducts in the central urban area of Wuhan,it is proposed to accelerate the improvement of relevant policies and systems and establish and improve supporting guarantee mechanisms;Give play to the guiding and service role of the government and reduce the resistance of private capital to intervene;Improve the level of participation of residents in surrounding communities to ensure the service efficiency of construction projects;Strengthen the willingness of land tenure units to support and break through the bottleneck of checks and balances on the interests of subjects;Focus on resolving the negative factors of the space under the bridge,and deeply practice the optimization path of the concept of convenience and benefit the people.
