Employment is not only an issue of economic development,but also an issue of social livelihood.It is also an important guarantee for social stability.The state has always attached great importance to employment.The report of the 20 th CPC National Congress pointed out that “We will refine the public services system for employment and the system of providing employment support for key groups and do more to help those in difficulty find employment and meet their basic needs.We will remove institutional and policy barriers that impede the flow of labor and talent,and eliminate unjustified restrictions and discrimination that undermine equal employment.In this way,we will ensure that everyone has the opportunity to pursue a career through hard work”.However,as higher education enters the stage of popularization,the number of students and graduates in universities across the country is increasing year by year,and the employment pressure of university graduates is constantly increasing as well.In order to alleviate the employment pressure of college graduates,the Hunan Provincial Government has issued a series of documents to promote the employment of college graduates,and universities have always regarded the employment work of graduates as a "top managerial project".However,the reality is that the implementation effect of employment policies formulated by universities is not satisfactory,and the quality of employment for college graduates is still not high.Therefore,it is very necessary to take Hunan Province as an example to carry out a research on countermeasures to improve the effect of employment policy implementation for college graduates.This paper clarifies the core concepts of college graduates,employment policies,and effect of policy implementation by sorting out the employment policies of the Hunan Provincial Party Committee and Provincial Government in recent years,as well as the employment policies for college graduates formulated by other departments such as the Provincial Department of Education,the Provincial Department of Human Resources and Social Security.Based on Keynesian employment theory and Smith’s policy implementation process model,this paper analyzes the current situation of the implementation effect of employment policies for college graduates in Hunan Province through research methods such as literature research,questionnaire surveys,and interviews analysis.A systematic analysis of the four elements concerned in the implementation process of employment policies for college graduates,which include employment policies for college graduates themselves,policy implementing subjects,Object of policy implementation and policy implementation environment,reveals the weak links in each of the four elements as mentioned above and the reasons that restrict the effect of employment policy implementation;a series of measures are proposed to further optimize the entrepreneurial policies for college graduates in Hunan Province,enhance the effectiveness of the policy implementing subjects,improve the employability of the object of policy implementation,and optimize the environment for implementing employment policies for college graduates,so as to improve the implementation effect of the employment policies for college graduates in Hunan Province,and to achieve the goal of improving the employment rate and employment quality of college graduates.At the same time,the proposed measures to improve the implementation effect of the employment policies for college graduates can provide reference for relevant provinces and universities.
