Research On Social Work Practice To Improve The Autonomy Ability Of Urban Community Residents

Urban community governance is the key link to improve the effectiveness of national grass-roots governance.The Twentieth National Congress of the Communist Party of China put forward the idea of "building a community of social governance in which everyone is responsible,accountable and enjoyed".In the new era,grass-roots community governance should build a governance pattern of "government society residents",and realize the modernization of community governance capacity and level.As an important subject in the governance pattern,residents are not only the practitioners of grass-roots community governance,but also the service objects of grass-roots community governance.At present,how to strengthen the residents’ willingness to participate in the community,improve the residents’ autonomy ability,and how to form an effective mechanism of community residents’ autonomy have become the key issues to realize the modernization of community governance ability.This paper takes the residents of Kunming J Community as the main research object,takes the government purchase service project as the platform,and in the process of helping J Community to become the establishment committee,carries out research with the goal of improving residents’ autonomy.In the early stage of the study,literature research,questionnaire survey and interview were used to understand the current situation and problems of residents’ autonomy in J community and design the service plan and content.In the middle of the study,with the help of empowerment theory,advantage perspective,and regional development model,enter J Community in the form of community work and group work to carry out social work services.First,take the important issues concerned by the majority of residents in the community as an opportunity to attract residents’ attention to the problems of the community,and excavate the list of capable people and backbone residents in the community,and then assist the community to establish the owner committee.Secondly,integrate the effective resources inside and outside the community to carry out the cultivation and empowerment work,and help the members of the industry committee to improve their self-confidence and master the knowledge and skills of community governance in the form of autonomous ability improvement groups.Finally,the social worker assisted the industry committee of J Community to carry out the practice of residents’ autonomy,build the community autonomy mechanism,solve the problems of community infrastructure and conflicts and disputes,hold public service activities and community education activities,constantly expand the residents’ autonomy team,and enhance the residents’ self-management,self-service,self-study and self-supervision ability.At the end of the study,the improvement of social workers’ ability to intervene in residents’ autonomy was measured from three perspectives: satisfaction,process evaluation and effect evaluation.In the process of practice,the industry committee of J Community experienced the process of dissolution and disappearance,organization preparation,filing and establishment,and good operation,showing a growth state from "no" to "yes",from "yes" to "excellent".Summarize and reflect on the practice of social work intervention in the improvement of residents’ autonomy ability in J community,and draw the following conclusions: residents have mastered the knowledge and methods of autonomy through social work services,solved the problems in the community,realized the long-term operation of residents’ self-management,self-service,self-supervision and self-learning in the activities,and the comprehensive ability of residents’ autonomy has been greatly improved.However,limited to its own level,this social work practice needs to be further improved in terms of service content and service skills.
