Research On The Transfer And Employment Of Labor Force In Y Township In The Post Poverty Alleviation Era

Poverty alleviation is the most important work during the "13th Five Year Plan" period in China.Poverty alleviation through employment transfer is one of the important means to win the battle against poverty.By 2020,a well-off society will be built in an all-round way.The perfect end of the fight against poverty also marks that China has entered the "post poverty alleviation era".In the "post poverty alleviation era",how to consolidate the poverty alleviation achievements and achieve the stability and sustainability of poverty alleviation has become an urgent problem to be solved.The No.1 Document of the Central Committee in 2021 pointed out that we should "effectively link the achievements of consolidating and expanding poverty alleviation with rural revitalization".During the "Fourteenth Five Year Plan" period,how to consolidate the achievements of poverty alleviation,and better help the development of rural revitalization,the transfer of employment of the poor has become one of the important means to consolidate the achievements of poverty alleviation.Based on the field survey of Y Township,Lingchuan,Shanxi Province,this paper finds that the main problems in the transfer of employment in this area are: first,the low level of transfer employment of poverty relief labor;Second,the stability of the transfer and employment of anti-poverty labor force is weak;Third,the endogenous motivation of local poverty free labor force transfer and employment is insufficient;Fourth,there is insufficient space for local anti-poverty labor to transfer employment.In the field survey conducted by Mr.Y,combined with the theory of sustainable development,the main reasons for the above transfer employment problems are summarized: first,the low employability of the antipoverty labor force itself;Second,the transfer employment service system is not perfect;Third,the employment idea of the poverty free labor force is not active;Fourth,the local industrial structure is unreasonable.Therefore,in combination with the multi-dimensional poverty characteristics of the "post poverty alleviation era",we should improve the sustainable development ability of the poor households,make them achieve stable poverty alleviation,and achieve the effective connection between poverty alleviation and rural revitalization,and put forward the following countermeasures and suggestions to promote their development: First,improve the employment ability of the poverty relief labor force;Second,improve the transfer and employment service system of poverty free labor;The third is to mobilize the employment enthusiasm of the anti-poverty labor force;The fourth is to expand the employment space of the poverty free labor force by optimizing the local industrial structure.
