In recent years,the targeted poverty alleviation strategy has been proposed in China.Meanwhile,with the further progress of poverty alleviation,the central Party and government authorities have paid close attention to whether the population in seriously poverty-stricken areas and special poverty-stricken areas can get rid of poverty smoothly.In order to build a moderately prosperous society in all respects,poverty alleviation by employment has become an important link and played a significant role in targeted poverty alleviation,exerting indispensable effects.By increasing the labor employment of poverty-stricken populations,it is feasible to enhance the employment level of rural poverty-stricken labor force,ensure stable income increase and realize the goal of overcoming poverty,which is at the center of governmental work.Employment plays a fundamental role in people’s livelihood.It is necessary to practically and effectively motivate and stabilize employment so as to bring stable income to so many people under poverty and realize the real poverty overcoming.With different districts and counties in Nanchong as the case,the paper focuses on the “Four Beams & Eight Columns” mode of poverty alleviation by employment and makes elaborate analysis on poverty alleviation by employment in different districts and counties of Nanchong.Based on the basic framework of targeted poverty alleviation,the paper refers to domestic and foreign policies on poverty alleviation by employment as well as Chinese anti-poverty theories,and takes measures such as the poverty alleviation results survey of different districts and counties in Nanchong and comprehensive analysis of related data so as to summarize basic situations,basic contents and practical effects of the “Four Beams & Eight Columns” mode of poverty alleviation by employment in different districts and counties of Nanchong.In addition,the paper makes systematic analysis of problems facing implementation of poverty alleviation by employment in Nanchong,such as insufficient labor productivity,person-position matching irrationality,lack of employment capitals so as to derivate specific governmental policies in the “Four Beams & Eight Columns” mode of poverty alleviation by employment: motivating autonomous employment of people under poverty,organizing post skill training in a down-to-earth manner,and improving employment and start-up capabilities of labor force under poverty;perfecting the policies over poverty alleviation by employment and actively motivating employment based on different problems in different districts and counties;and investing more capitals to relieve the employment expenditure insufficiency so as to realize effective targeted poverty alleviation in Nanchong.
