The Power Mechanism And Service Content Of Rural Social Work

Rural areas are important service areas for social work.The rural revitalization strategy provides a new opportunity for the development of rural social work.The "Shuangbai Plan" of Guangdong was born under this background.Compared with cities,the development of social work in rural areas is relatively slow.At the same time,due to the current situation of rural areas and the particularity of their service needs,many effective social work service experiences in cities are not applicable to the vast rural areas.Therefore,sorting out the service experience of rural social work is of great significance to promoting the development of rural social work.This article aims to take the "Shuangbai Plan" social work project at village B in Yangjiang city as an example to focus on the research on the power mechanism and service content of rural social work under the background of rural revitalization.On one hand,through interview,literature analysis and project follow-up investigation,this article believes that the driving force of rural social work under the background of rural revitalization mainly comes from three aspects: The first is the administrative forces,the "top-down" policy drive;The second is the professional power,the development need of rural social work itself;The last one is the community strength,comes from the “bottom-up” rural community needs to be driven.At the same time,the study found that the formation of the power mechanism of rural social work is the result of the collaboration among administrative forces,professional power and community strength.On the other hand,based on community research and needs assessment,this article found that rural social work aimed at the six aspects of rural community industry revitalization,talent revitalization,organization revitalization,ecology revitalization,culture revitalization,and services of special groups.The main service contents include serving key people and children,holding community activities,building community public facilities,cultivating community organizations,and carrying out livelihood activities.In addition,the professional service process of rural social work in the field of children service is discussed.This article also analyzes the development dilemma background of rural revitalization from three dimensions: subject,object and external,and proposes countermeasures for rationalization including the division of work between the government and society,efficient management mechanism,diversified resource allocation,and localization of service models.Finally,the new regular pattern and characteristics of rural social work development under the background of rural revitalization are summarized,and the "Shuangbai Plan" studied in this article is compared with typical rural social work models in China,and the advantages and disadvantages of each model and common issues are discussed,which provides a useful reference for the development of rural social work in various regions.
