Teachers are not only the important resources of education,but also the key force of vocational education reform.The quality of teachers directly affects the effect of vocational education reform.In recent years,China has paid unprecedented attention to comprehensively improving the quality of teachers in vocational colleges and accelerating the construction of "double-qualified" teachers in vocational education.In 2019,the Implementation Plan for Deepening the Construction reform of "Double-qualified" Teachers in Vocational Education in the New Era clearly stated that "double-qualified teachers in vocational colleges should account for more than half of the teachers in professional courses in 2022".The construction of "double teachers" is urgent.Competency is an important theory and method in human resources research,which plays a very important role in the construction of "double-qualified" teachers.This paper preliminarily obtains the competency factors of dual-qualified teachers through literature reading and interview,and designs a questionnaire based on this.SPSS statistical software was used to analyze and process the recovered questionnaire data,and the initial model of vocational competence of "double-qualified" teachers in H Technical College was constructed.Through the analysis of reliability and validity,the dual-qualified teacher competency model with21 elements is finally obtained from three dimensions of moral accomplishment,teaching accomplishment and practical ability.The model is used to analyze the current situation of "double-qualified" teachers in H Technical College,and it is found that there are some problems such as unreasonable team structure,formal professional training and imperfect incentive system.Finally,some practical and maneuverable suggestions are given to improve the construction and formulation of double-qualified teachers,improve the cultivation system of double-qualified teachers and establish the assessment and incentive system of double-qualified teachers.It is expected that H technical college can select and hire appropriate teacher resources to appropriate positions,provide efficient talent training,implement quantitative detailed assessment rules,and meet the spiritual and material needs of double-qualified teachers.Finally,it is expected to provide constructive reference for H technical college to select and cultivate excellent "double-qualified" teachers.
