The moral and rule of law course in junior high school is a political and ideological course at the stage of compulsory education,whose purpose is to strengthen students’ ideological and political quality and make improvement in students’ moral cultivation,rule of law literacy and personality cultivation.Therefore,teachers are supposed to make full use of the moral and rule of law course in the essential task of moral education Complying with the trend of educational reform,Ningxia Hui Autonomous Region took the lead in proposing the implementation of innovative literacy education nationwide.Under this background,how to improve the effective teaching of "Morality and Rule of Law" in junior middle schools to cultivate innovative literacy has become an important topic and challenge for junior middle school "Morality and Rule of Law" and moral and rule of law teachers.The effective teaching of the moral and rule of law course in junior high school based on the cultivation of innovative quality refers to the process of cultivating students’ innovative personality,innovative thinking and innovative methods in the moral and rule of law course in junior high school with the help of corresponding methods,so as to improve the teaching effect of the moral and rule of law course in junior high school.This paper takes junior high school students as the research object.Through the methods of literature research,investigation and interview,action research and case study,it investigates the current actual teaching situation of cultivating students’ innovative quality in the Moral and Rule of Law Course of junior high school.From it,it finds that there are the following problems in the teaching of cultivating innovative quality in the Moral and Rule of Law Course of junior high school: the teaching objectives do not match the learning situation well,The performance is that the teachers in the course of "Morality and Rule of Law" in junior high school have not grasped the cultivation goal of innovation literacy clearly enough,and the research on innovation literacy of teachers is not deep enough;The teaching content has not been updated and innovated in a timely manner,which is embodied in the present situation that students’ learning motivation has not been inspired well,and the teaching content has lagged behind under the guidance of standardized assessment methods;The teaching methods fail to effectively demonstrate the affinity of the curriculum,which is reflected in the relatively fixed form of teaching methods in the classroom teaching of "Morality and Rule of Law" in junior high school,and the limited application of intelligent teaching methods relying on information technology;The teaching evaluation fails to take into account the students’ subjectivity effectively,which is reflected in current situation that the assessment method of teaching is relatively single as well as the teaching evaluation does not take students’ dominant role into account.Lagged teaching concept is one of the reasons.For example,it is necessary to improve teachers’ ability to accurately integrate the cultivation of innovative quality into the "Morality and the Rule of Law" in junior high school.Besides,teachers’ ability in selecting teaching methods which are appropriate to the cultivation of innovative quality are supposed to be improved as well.The lack of students’ curriculum cognition is manifested in the lack of accurate understanding between students’ needs for their own growth and the overall requirements for junior high school students’ training,and students’ failure to combine their own development with the overall needs of the country and society for future talents;The evaluation mechanism of the course is not perfect,which is reflected in the lag of the existing evaluation methods of the moral and rule of law course in junior high school,which can not better stimulate the students’ innovative consciousness,develop their innovative potential,and cultivate their innovative habits.In order to improve its cultivation effect,the following countermeasures are put forward: to promote the optimization and innovation of teaching objectives,including the junior middle school“Morality and rule of law” class teacher must accurately grasp the junior middle school student to the innovation cognition level,positively responds the time junior middle school student innovation accomplishment raise the new request,the reasonable development teaching content innovation element,including the new era of the party’s innovative theoretical results to guide the junior high school“Moral and rule of law” teaching content innovation,teachers should fully tap the content of teaching innovation,teachers should use scientific teaching methods,to foster innovative thinking and use Case method to enhance creativity;to enhance the effectiveness of innovation in the classroom teaching process;It includes stimulating the initiative of innovation in guiding students to solve practical problems,cultivating innovation literacy in improving the efficiency of teacher-student interaction,and promoting the normalization of innovation literacy cultivation with diversified teaching evaluation methods,it includes paying attention to the positive interaction between process evaluation and result evaluation,and realizing the organic connection of teaching evaluation in and out of class.By analyzing theories and teaching practice,this paper is conducted to provide theoretical and practical reference for the construction of the moral and rule of law course and innovative literacy education in our school,as well as provide more reference experience for front-line junior middle school moral and rule of law teachers in cultivating innovative literacy teaching,and promote and enhance the teaching effect of cultivating innovative literacy in the moral and rule of law course in junior middle school.
