Under the background of knowledge economy,Chinese universities shoulder the mission of discipline research,talent training and promoting the transformation and upgrading of industrial technology.Making full use of limited innovation resources and improving the innovation ability of colleges and universities is of great significance to promote universities to perform their functions and help realize the national strategy of innovation driven development.Therefore,under the development demand of breaking the "five only",an objective,scientific and accurate evaluation of university innovation is very necessary for the development of scientific and technological innovation in China.This paper defines innovation as a behavior in a specific environment,and the measurement of university innovation should have distinct environmental characteristics;Innovation embodies the relativity between "yes" and "no",so the innovation power should be embodied into results and benefits.This paper points out that in the new era,the innovation of universities should focus on the functions of universities,with the goal of talent training,the focus of high-level scientific research output,the purpose of helping social development and the support of good university governance system.However,the existing mainstream evaluation system has some problems: the embodiment of innovative characteristics is not obvious,the boundary between production and innovation is confused,the contribution to social development is ignored,and the results of innovative talent training are not displayed.Secondly,the mainstream innovation evaluation system is aimed at some top schools in the world in terms of index setting and selection of evaluation objects,which has low applicability in China.Therefore,this paper uses ANP cloud model method to design the index system based on the function of the University and evaluate the innovation ability of the University.In the empirical aspect,this paper ranks the innovation ability of "double first-class" universities in China,and analyzes the factors affecting the development of innovation ability of colleges and universities in China;Then,taking the industry characteristic university-n University as an example,evaluate the innovation of n University and determine the evaluation grade results.The results show that the overall innovation ability of n University is "medium".The performance of n University is medium in "talent training innovation","scientific research innovation" and "social service innovation";The performance of "innovation in governance system" is poor.From the empirical results,the evaluation method of ANP cloud model fully considers the impact of uncertainty in the evaluation process on the evaluation results.The results obtained by using the evaluation model are consistent with the actual development and appropriate,which proves that the evaluation system in this paper is effective and has practical application value.Finally,this paper puts forward countermeasures and suggestions according to the research results.It is believed that China’s universities should practice the reform of evaluation mechanism and help the high-quality innovation and development of universities;Pay attention to the quality of education and teaching and focus on the cultivation of innovative talents;Reform the distribution mode and structure of scientific research resources,and the allocation of talents tends to be rationalized;Pay attention to innovation and coordinated development and technological development of service industry.
