| At the end of the 13th Five-Year Plan period,China’s economy exceeded 100 trillion yuan for the first time,growing at an average annual rate of 6.7 percent,0.2 percentage points higher than the target growth rate.Only the Three provinces and one municipality in the Yangtze River Delta,Shanghai,Jiangsu,Zhejiang and Anhui,which account for 4%of China’s territory and less than 10%of its population,achieved a TOTAL GDP of 24.5 trillion yuan with the average growth rate of 7.2 percent a year has set a regional example in leading the national economic aggregate and growth rate.With the sustained and rapid economic development,the current social development structure and the transformation of kinetic energy are relatively weak,and China’s economic and social development is faced with the dilemma of mismatch between growth rate and benefit.How to upgrade high-speed development to high-quality development is the fundamental requirement to adapt to the normal state of sustained economic development and improve people’s well-being.As the economic center with the strongest comprehensive strength in China,the Yangtze River Delta region enjoys not only vigorous economic development,but also the highest and strongest level of reform and opening-up and innovationdriven development.In order to lead the high-quality development of the country,promote the spatial layout of reform and opening-up,and maintain a strong momentum of development,it is of great practical significance to explore the high quality growth level,regional variations and the characteristics of the Yangtze River Delta’s dynamic distribution.Based on the Yangtze river in the three provinces and one city 27 central city as the main research object,combined with the development status,and integrate the whole socio-economic system into the index system in this paper,that is,the selection of high quality development foundation,the development drive,development process and development four aspects as the system dimension,then calculating the overall evaluation of cities in the central area of the Yangtze River Delta with the entropy weight method by processing the raw data of the indicators.Using the Dagum Gini coefficient and decomposition method to explore the size and source of regional differences.Based on Kernel density estimation,spatial correlation analysis and Markov chain,to further analyze the dynamic distribution of high quality development in Yangtze River Delta,Through the study,the conclusions are listed below:(1)The overall trend of high-quality development is good,The development trends of Shanghai,Jiangsu,Zhejiang and Anhui provinces are all on the rise.The level of Shanghai is far ahead of the three provinces,and that of Jiangsu and Zhejiang is relatively close,while Anhui province is the most backward.From the perspective of the four development stages,high-quality development results are better than the development process,followed by the development foundation,and the development driving index is the lowest.Each development stage shows an upward trend of varying degrees,and different cities also have different performances.From the perspective of eight development dimensions,public facilities,innovation achievements,economic structure,environmental pressure and coordinated and shared development level all showed a steady upward trend,environmental security development fluctuated greatly,innovation input showed a downward trend,and economic benefits of some cities showed reverse development.(2)The high-quality development difference experienced a process of first large and then small,and the difference of the whole region mainly comes from the diffcrent regions,which between the Shanghai and the Anhui province is the largest,and the Jiangsu and the Zhejiang province is the least.From the perspective of regional differences,jiangsu province has the largest internal differences,followed by Zhejiang Province,anhui Province is the most stable.(3)The high-quality development has the problem of unbalanced regional development and multi-pole differentiation among provinces;The high quality development of each city has a significant spatial correlation and has a positive agglomeration distribution.The development of most cities is relatively stable,and there is no leapfrog upgrading and development,but there is bidirectional club convergence in the process of high-quality development.The paper last put forward proposals with the conclusions to accelerate the integration process of the Yangtze River Delta high-quality development:strengthen the regional innovation,realize the sharing of innovation resources,activate the regional innovation development power,and play the leading role of the advanced cities in the Yangtze River Delta;We will improve the weak links of urban development in the "central" region,assist the comprehensive development of cities in the "peripheral" region,accelerate the regional implementation of inter-linkage policies,and promote integrated and coordinated development.We will actively expand the coverage of policy assistance,establish a collaborative mechanism for regional development,strengthen cooperation and exchanges among cities,and balance the regional development. |
