Throughout the history of higher education development,the quality of higher education has long been regarded as a key factor in enhancing comprehensive national power and improving international competitiveness,and has received attention from governments and all sectors of society.Teaching and learning is an important dimension in measuring the quality of higher education,and as such,many countries and regions around the world have made the pursuit of excellence in teaching and learning the goal of higher education development.In the face of the growing concern about the quality of teaching and learning in higher education,the UK government has actively promoted the reform of the higher education system and the construction of a quality assurance system for higher education,and the Teaching Excellence and Student Outcomes Framework(TEF)has come into being.Firstly,this study summarises the background of the introduction of the TEF by systematically summarising the development of quality assessment in higher education in the UK: the TEF is an important initiative launched by the UK government in response to the changes in higher education due to a combination of internal and external motivations.Secondly,the overall structure of the TEF is dissected and analysed in terms of the purpose and principles of assessment,the subjects and targets of assessment,and the content system of assessment.Furthermore,two institutions,University College London and the University of Dundee,are selected as case studies to analyse how the TEF has influenced the participation of HEIs in the assessment of teaching and learning quality and how it has contributed to the continuous improvement of teaching and learning quality based on three dimensions: teaching quality,learning environment and student outcomes and learning.Synthesising the systematic examination of TEF,this study concludes that it has the following lessons to learn.Firstly,it adheres to the concept of "student-centred" assessment and has diversified subject participation;secondly,the assessment methodology is scientific,combining quantitative and qualitative aspects;thirdly,the assessment information is open and feedback is valued;fourthly,the assessment results are widely used and serve multiple interest groups.However,TEF is currently facing a lot of controversies.One is TEF’s exaggerated focus on student outcomes;the second is that TEF raises tuition fees in the name of improving teaching quality,and the third is that TEF ignores the public value of undergraduate education.
