Since the Party’s Eighteenth National Congress,in order to adapt the rapid and high quality development of economic in modern society,the party and the state have issued a series of important documents on the reformation and development of vocational education,addressing the importance of the construction in the "double-tutors" teaching mode."The century-long plan is education-oriented.Teaching plan,teacher-oriented." In the field of vocational education,optimizing the construction of the "double-tutor" teacher mode is an inevitable choice for the development of vocational colleges,and it is also the vital part of improving the quality of highly skilled talent training,as well as strengthening the connotative development of core concept of vocational education,This paper illustrates mainly from the practical components of the "double-tutor" teaching mode of higher vocational colleges and universities in Hebei Province,and conducts a more systematic study.First of all,this essay sorted out and determined the core concepts of higher vocational colleges,"double-tutors" teaching mode and the "double-tutor" teaching quality construction.Emphasis on constructing the "double-tutor" teaching quality structure model in order to better analyze and grasp its connotation.Secondly,this paper retrospectives and summarizes the policy development process of the construction of the "double-tutor" teaching mode in higher vocational colleges and universities in Hebei Province,focuses on the analysis of the policy content and the use of policy tools,explores the policy factors affecting the construction of the "double-tutor" teaching mode,and provides a basis for strengthening the construction of the policy system and the policy-level guarantee mechanism of the "double-tutor" teaching mode.Thirdly,8 representative vocational colleges and universities in Hebei Province were selected to conduct an in-depth analysis of the current situation of the construction of the "double-tutor" teaching mode in Hebei Province’s higher vocational colleges and universities through theoretical analysis,Using questionnaires surveys and interviews,and on this basis,the problems existing in the construction of the "double-tutor" teaching mode in Hebei Province’s higher vocational colleges and universities were analyzed,mainly including: the standard during the construction of "double-tutor" teaching mode are not perfect,the "double-tutor" teaching mode structure is under questioning,and the "double-tutor" teaching team’s training system is not perfect.The stability of the teaching team of private colleges and universities needs to be strengthened.Due to the particularity of the development orientation of vocational education teachers,this paper analyzes the reasons from the four levels of government,schools,enterprises and teachers.Finally,focusing on the current problems,this study starts from the two levels of "double-tutor" individual teachers and "double-tutor" teachers’ groups,which not only puts forward corresponding countermeasures to promote the individual growth and professional quality improvement of "double-tutor" teachers,but also puts forward relevant suggestions for optimizing team building and promoting the professional development of teachers.
