In the March 2014, the vice-president of the Minister of Education LuXin indicated that there will be about 600 new undergraduate universities transferred into vocational schools, which means that there would be two kind of higher education form in china, vocationally and academically. The core solution of china’s economy is to reform the education form of china; it is not only the indication of new established universities but also the normal vocational universities and colleges in this circumstances, strengthen vocational education and propose vocational education reform is the core solution to china’s higher education development. To establish the modern vocational higher education system is to build a strong double capacity teaching staff team that fully accomplishes the need of job-oriented and practice-premise.In this paper, there will be deeply research on the teaching staff in the Jiangxi College of Traditional Chinese Medicine, wishing this research can prepare some practical experiences for the teaching team construction of Junior College in china. There will be several parts that carries out the discussion, the first part is putting out the question that emphasis on explains the importance of strengthen double capacity teaching staff team for china’s higher education development and local economy development. The second part is starting with connotation of double capacity team, taking a literature review of how to construct the teaching team and the research status of inside and overseas. The third part is to deeply understand the situation of double capacity teaching team in Jiangxi medical college using questionnaire survey and interviewing survey. The last but not the least part is to take Jiangxi medical college as an example, systematically research the double capacity team construction,and analyses the problems that existing in the teaching staff management process, they mainly are:less of unique firmly standard, low teaching quality, unreasonable construction, one-sidedness of evaluation system and imperfect of the double capacity training system.The research indicate that only to working out effective and practical Double-Quality training and management team can make china’s vocational education develop healthy and steadily.
