Research On Running Branch Campuses In Other City Under The Perspective Of Governance Modernization

At present,the modernization reform of national governance system and governance capacity has entered a deepening stage.How to grasp the new round of modernization with the knowledge economy as the core and realize leapfrog development of higher education has become the focus of academic attention.Since the emergence of branch campuses of universities in other cities in the 1980 s,its rationality and legitimacy have been questioned.and how to manage the branch campuses of universities in other cities has become a common concern of the society,especially in the context of the current popularization and convolution of higher education.As the latest document of the Ministry of Education requires strict control of branch campuses in other cities,the problem of management of branch campuses in other cities has become more prominent.This study is based on the logic of theory-reality-attribution-countermeasure.On the basis of the existing research,the first part summarizes the theory of the modernization of university governance,expounds the modernization of university governance from the two aspects of theoretical origin and basic content,and highlights dual dimensions and the five elements of the modernization of university governance.The second part sorts out the vertical time and horizontal types and levels of running branch campuses of universities in other cities in China,analyzes the characteristics of each stage from the historical perspective,and then describes the current situation of running branch campuses of universities in other cities in China from the aspects of the governance subject and governance effect.In the third part,through the analysis of the existing research,the problems existing in the current running branch campuses of universities in other cities are obtained from the macroscopic spatial layout,the external guarantee and the supervision mechanism and the microscopic internal governance structure of colleges and universities,and the attribution analysis is made from the perspective of the internal and external governance subjects of running branch campuses of universities in other cities.The fourth part,in the light of the theory of governance modernization,makes countermeasures on the governance of universities in different places,and thinks that the modernization of governance system and governance capacity of branch-campuses-running universities and colleges should be promoted from the following aspects: First of all,it must be made clear that the ultimate goal of running schools in different places should be education and social service.Secondly,we should establish the modern governance concept of differentiation in running branch campuses.Thirdly,we should explore the college-centered governance structure of different institutions.Finally,through the system of evaluation and supervision introspection to realize the modernization of capacity of branch campuses running management.Modernization is a subject that runs through the whole development history of new China,and modernization of higher education is an important part of it.As an attempt to reform the institution of higher education,branch campuses of universities in other cities have achieved certain results.However,this thesis considers the problems existing in running branch campuses of universities in other cities from the perspective of governance modernization,expecting to provides reference for the reform of running branch campuses of universities in other cities and the modernization of higher education governance.
