With the rapid development of China,since the end of the last century,the number of the elderly population and the number of disabled people in China has been rising,and the traditional home care model can no longer meet the growing demand for the elderly.Therefore,the state attaches great importance to exploring the establishment of China’s "long-term care insurance system".In 2016,the Department of Human Resources and Social Security issued guidelines on the Pilot cities of Long-term Care Insurance,which will be expanded again in 2020.Although the government and academia have summarized the practices of the pilot cities,there are few studies on the status quo of the implementation of long-term care insurance policies in the pilot cities and the common problems they face.Therefore,the author of the first and the second batch of pilot cities policy,from the scope of ginseng,safeguard object,fund-raising,disability assessment mechanism,service mechanism aspects carries on the analysis comparison,found that the current pilot cities are in a small range of sustainability,lack of funding,care service system construction lag and so on.In order to solve the above problems,from the characteristics of long-term care insurance and the advantages and disadvantages of commercial insurance,combined with the study of foreign long-term care insurance system to expoundthe choice of China’s long-term care insurance model;Then,according to the existing problems in China’s pilot cities and the experience and lessons of long-term care insurance abroad,the paper puts forward specific suggestions on the construction of China’s long-term care insurance system,such as building independent insurance,gradually expanding the scope of insurance,strengthening the construction of care service system,encouraging the development of commercial insurance and so on.The construction of China’s long-term care insurance system can greatly reduce the gap in the elderly care,nursing and other aspects of the country,to better ensure the legitimate rights and interests of the elderly. |
